NEW YORK (AP) - Two people have been arrested on charges of illegally practicing law and running a fake immigration consultation business in New York City's Chinatown.

Manhattan prosecutors say the defendants preyed on the most vulnerable recent immigrants.

The defendants were identified as 50-year-old Kevin You and 36-year-old Linda Chen.

Prosecutors say the pair claimed to offer "express" immigration services.

But District Attorney Robert Morgenthau says all they did was steal from immigrants.

Morgenthau said You pretended to be a lawyer but is not licensed to practice law.

You and Chen were being arraigned later Thursday on charges including grand larceny and scheming to defraud.

Information about their attorneys was not immediately available.
