Congress' motive for not impeaching Obama is now quite clear? Pass legislation that is popular with the public knowing that Obama will veto. They have a goat to blame while accomplishing their own goals! I am not buying that, as I said congress should have impeached and convicted Obama. I do not think Obama is allowed to veto his conviction.
