Napolitano: Sanctions law needs clarification on worker question

PHOENIX – Governor Janet Napolitano says the state's employer sanctions law should be revised to clarify what hirings are covered.
Napolitano says she signed the legislation in the belief that its prohibition on hiring illegal immigrants applies only to people hired after January 1st and not to people already employed. But she also says the law's wording on that question isn't very clear.
The law's chief legislative sponsor has said it applies only to new hirings. But a lawyer for business interests challenging the law in federal court recently argued that it applies to previously hired employees as well.

Oh, dear.
So is it true that it does not apply to contract laborers?
If it only applies to those hired after Jan 1st - then how much can we bet EVERY employee hired after Jan 1st will be 'contract labor'.
If this is true, how much can we bet even the ones working now as employees will suddenly become 'contract' on Jan. 1st?
Of course, here in Texas, most of them are contract labor already.

I haven't been able to figure out why she signed it in the first place, as she has battled FOR the ILLEGAL ALIENS!

That's why I wonder if she didn't either think or , in fact, sign an empty bill. A show and tell bill.
If, in fact, it excludes contract labor - it is only a partial bill anyway. If it's like Texas, it would only cover a small number of illegal employees.
If it doesn't go into effect until January 1st, even those who are actually employees will become contract labor on Jan 1.
