    Police not focusing on dangerous illegal immigrants, study says

    Police officers empowered by a federal program to enforce immigration laws are instead arresting day laborers and street vendors, the report finds.

    A federal program that empowers local police to enforce U.S. immigration laws has failed in its promise to target illegal immigrants who pose a threat to public safety or national security, according to a study released today.

    Instead of focusing on serious criminals, local law enforcement officers are arresting "day laborers, street vendors, people who are driving around with broken taillights," said Judith Greene, coauthor of the study by Justice Strategies, a New York-based nonprofit research organization focusing on humane and cost- effective approaches to criminal justice and immigration law enforcement.


    At the same time, the costly enforcement program is diverting resources from local police and sheriff departments, the authors wrote. Many of the agreements are in cities where the crime rates are lower than the national average but had Latino population growth higher than the national average, they said.

    There were more than 65 agreements between federal immigration officials and local law enforcement agencies across the nation and more than 950 officers had been trained by federal authorities as of late 2008, according to U.S. Immigration and Customs Enforcement.

    On the agency's website, the program is described as "one of the agency's most successful and popular partnership initiatives as more state and local leaders have come to understand how a shared approach to immigration enforcement can benefit their communities."


    Locally, immigration authorities have partnerships with the Los Angeles, Orange, Riverside and San Bernardino sheriff's departments. According to the immigration agency, the program -- known as 287(g) -- is credited with identifying more than 79,000 suspected illegal immigrants between January 2006 and late 2008. The majority of those have been screened at jails.

    The best-known local-federal partnership is in Maricopa County, Ariz., where Sheriff Joe Arpaio has attracted headlines for his immigration enforcement tactics that have included marching illegal immigrant inmates in shackles from a local jail to a tent city. Lawmakers have called upon the U.S. attorney general to investigate the actions of Arpaio.

    "Joe Arpaio has a media circus going on around him," said Aarti Shahani, coauthor of the study. "But there are mini-Joe Arpaios all over the place."

    Homeland Security Secretary Janet Napolitano has called for a review of the program.

    Illegals go home.

    They are all criminals from the on-set, the degree of criminality is what seperates them. Americans want them ALL out of our country.

    This is good Enforcement of our immigration law on all the law breakers is correct.

    A federal program that empowers local police to enforce U.S. immigration laws has failed in its promise to target illegal immigrants who pose a threat to public safety or national security, according to a study released today.
    By being here they are.......driving without insurance and licenses, running to the border everytime they get caught in a crime and comming back with a new identity........don't have to commit murder or blow up buildings to reek havoc in a city or town.

    The undocumented males do not register at 18 for military. If a man has not registered they should not be allowed to work in America.

    Every man should be checked if 18 years old, check point for legal status.

    ICE TAKES 10,000th VIOLENT ILLEGAL ALIEN GANG MEMBER OFF U.S. STREETS

    Effort shows ICE's commitment to target transnational illegal alien gang violence

    WASHINGTON, D.C. - U.S. Immigration and Customs Enforcement, working in conjunction with federal, state and local law enforcement partners across the United States, have arrested the 10,000th illegal alien gang member under operation Community Shield. This ongoing operation started in 2005 to curb gang violence and weed out transnational gangs gaining hold in urban and suburban U.S. cities.

    Transnational gangs pose a growing public safety threat to communities throughout the country. It is estimated that there are over 900 different criminal gangs roaming U.S. streets and neighborhoods. These gangs no longer own turf in just the inner city but have spread their criminal networks throughout suburban and rural communities.

    These transnational street gangs have a significant number of foreign-born members and are frequently involved in human and contraband smuggling, immigration violations and other crimes with a nexus to the border. Like any street gang, these transnational gangs also have a propensity toward violence. Their members commit myriad crimes including robbery, extortion, assault, rape and murder.

    "This recent arrest, marking the 10,000th arrest under Operation Community Shield, is a significant milestone," said Julie L. Myers, Assistant Secretary of Homeland Security for ICE. "The violence being perpetrated by foreign-born gang members and associates is as shocking as it is pervasive. ICE is committed to using the full force of our enforcement authority to make our cities and towns safer from gang violence."

    In a recent Chicago area Community Shield enforcement operation, one of the men arrested by ICE was Valentin Sierra-Martinez, a 20-year-old confirmed "Norteno-14" gang member. Sierra-Martinez is the 10,000th gang member or associate arrested by ICE as part of Operation Community Shield.

    Sierra-Martinez, a Mexican national was in the U.S. illegally and has an extensive criminal background including convictions for residential burglary, domestic battery, possessing drug paraphernalia and knowingly damaging property. He remains in ICE custody pending removal to Mexico.

    ICE has the unique and powerful authority to remove foreign nationals from the U.S., including illegal aliens and legal permanent residents based on their criminal history.

    ICE's Operation Community Shield statistics:

    10,000 gang members/associates arrested

    3,740 for criminal violations

    6,548 administrative immigration violations

    138 clique leaders arrested

    4,074 with violent criminal histories

    383 guns seized

    Since inception, ICE agents working with hundreds of federal, state and local law enforcement agencies nationwide, have arrested members and associates of more than 700 different gangs including more than 2,000 MS-13 gang members.

    ICE has received thousands of names of known and suspected gang members from federal, state and local law enforcement agencies, as well as from foreign governments. This information is routinely compared with ICE's immigration and customs databases to identify and prioritize gang suspects who may be subject to ICE's legal jurisdiction.
    Operation Community Shield, part of the National Gang Unit at ICE gathers intelligence, develops sources of information to ultimately disrupt, dismantle, and prosecute violent street gang members and their organizations by employing the full range of ICE authorities and investigative tools.

    Lazy cops

    If 100 illegal aliens are 287 "jeed" for a "broken tail lamp" that's OK by me, because the statistical profile of that group probably breaks down along the lines of:

    30 have already had prior serious encounters with our criminal justice system to begin with under one alias or another.

    30 more would have eventually had a serious encounter with our criminal justice system under one alias or another anyway.

    90 of them have made money here, depressed the domestic wage base, and never filed a proper income tax return. (even with an ITIN)

    15 of them have dropped WIC anchor babies here.

    50 of them have gone to an ER without paying or without insurance.

    50 of them reside in a household where one or more members are receiving some sort of welfare benefit.

    40 of them were operating vehicles with no insurance.

    20 of them were DWI.

    5 of them had wholesale quantities of drugs in the vehicle.

    75 of them have utilized government mandated and taxpayer funded foreign language services of one sort or another during their stay in the U.S.


    All 100 of them are here unlawfully.

    All 100 of them are 100 that don't need to be added to the population of my country on resource sustainabilty grounds alone.
