TX-U.S. HOUSE WANTS TO FORCE TX TO TAKE MILLIONS

The U.S. House is attempting to force Texas to accept nearly a Billion dollars to be utilized for the Education System to only hire more teachers. The question should be "Why does Texas need more Teachers?". The answer is because Texas spends Billions on educating ILLEGALS and their Anchors!

Why does Texas attempt to educate the ILLEGALS and their anchors! Billions of dollars would be saved in Texas if the state was NOT forced to educate the ILLEGALS.

"Teachers" in the Texas ILLEGALS (bilingual) pre-kindergarten - 5th grade program receive several thousand dollars per year more than the real TEACHERS who work with the "NON-ILLEGALS"!!!!

The State of Texas claims they pay bilingual teachers extra because they are hard to find and have additional credentials. Most have less educational credentials than real teachers, many do not have educational degrees or for that fact most do not have advanced degrees that are required for real teachers. The only additional credentials are the ability to converse in Spanish. United States elementary students should not be required to learn in Spanish, the reason for the "bilingual program (ILLEGAL program)" is that we are forced to "educate" the ILLEGALS and their Anchors!

Texas has a bilingual program for just Spanish speakers only costing Billions of dollars once it began to pick up steam. The ILLEGALS and their anchors in the Texas School System are so illiterate that our schools have to spend time and resources to teach the ILLEGALS and anchors "proper" Spanish before they can even consider teaching the ILLEGALS and anchors English! The ILLEGALS and anchors have their own program starting in pre-kindergarten through the 5th grade, seven years, and most do not or do not want to learn English. But the Feds and Texas continue to flood the school system with our money. Don't be concerned, the ILLEGALS do not have any intention of learning English! They want to take over the U.S. for their Third World home countries or at the very least turn the U.S. into just another Third World Country so they may feel more at home!

House seeks to block Perry's school action
Democrats say governor failed to give districts cash
    By ALAN BLINDER
    WASHINGTON BUREAU
    July 2, 2010, 10:30PM

WASHINGTON - When the House approved additional money for the war in Afghanistan late Thursday, it also inserted a measure that seeks to circumvent efforts by Gov. Rick Perry to keep Texas schools from hiring more employees using federal dollars.

The proposal would allow the federal government to give money directly to school districts, provided Perry certifies that the federal support will not replace the state money. Perry must also agree not to proportionally cut education funding more than any other item in the next budget.

While the measure includes $10 billion in education funding nationally, Texas is the only state that must make such a certification before receiving the federal funding. Texas school districts stand to receive about $820 million in funding to hire additional employees.

Congressional Democrats pushed for the provision after Texas received more than $3 billion from the government in 2009 to boost education funding, only to see Perry not use the funds to augment the education budget.

Democrats charge that while Perry officially accepted the money from Washington, he simultaneously slashed the state's contributions to the education budget, allowing the state to essentially pocket the federal dollars without increasing school aid.

"Instead of a historic boost in local school support, our schoolchildren were left no better off," Rep. Lloyd Doggett, D-Austin, said. "Three billion dollars (in federal money) made no difference to our local schools."

In a statement Friday, Perry's office urged the Senate to reject the measure.

"At the urging of Texas Democrats, the House has added language to the War Supplemental bill that effectively kills about $800 million in federal funding for Texas schools," said Perry spokeswoman Katherine Cesinger. "The House-passed version requires that the governor guarantee the Legislature will provide a certain level of state funding, which is prohibited by the Texas Constitution, for education through fiscal year 2013.

"It will be at least June 1, 2011, before the Legislature passes and the comptroller certifies the 2012-13 budget. That means Texas would not be able to use any of these funds to save teacher jobs — as Congress has intended the money be used - for at least one full school year."

    Several Perry refusals
Perry's record of refusing federal money for education is not limited to the stimulus funds. Under Perry, Texas has twice declined to apply for the Race to the Top grant, a federal program that awards money to states for making specific improvements to their education systems, such as enabling more charter schools and creating performance-based pay for teachers and administrators.

Texas Education Commissioner Robert Scott said Friday that Congress is punishing Texas for refusing to participate in such Obama administration education initiatives and Washington has "painted a target on Texas."

Perry, who has argued the rules for the money infringe on the rights of a state to set its own education standards, has resisted seeking the Race to the Top money.

The Democratic gubernatorial campaign of former Houston Mayor Bill White said the congressional action proved that Perry's politics had interfered with Texas education.

"In his quest to grandstand about Washington and promote his political career, Perry has proven over and over again that he is only in if for himself, not Texas students," said Katy Bacon, a spokeswoman for the White campaign.

When it passed its own version of the funding bill in May, the Senate did not include the Texas-specific language. The measure will returns to the Senate for final consideration.

    40 school chiefs want it
Last month, a group of nearly 40 Texas school superintendents, including those from Houston, San Antonio, Dallas, Austin and Laredo, pleaded with Congress to make special arrangements to ensure Texas schools could receive the money.

"The last thing we need to allow is these funds to be diverted," the superintendents wrote to congressional leaders. "We hope that you will ensure that Texas school districts do not fall through the cracks this time around."

But a day after the House action, Houston Independent School District Superintendent Terry Grier expressed disappointment that the money's primary purpose was to create or maintain jobs, saying he wanted to "help close the achievement gap" with any federal dollars.

"We want the money for reform initiatives," Grier said.

Stewart Powell of the Washington bureau also contributed to this report.

Nice to see our tax dollars turned into bribes to further corrupt our politicians.

lccat, not only is Texas wasting a huge amount of money teaching illegals English, our special education programs are also full of illegals. Since our schools are about 60% Mexican, most special ed programs are overwhelming majority Mexican too. Most all of them needing special care once they turn 18 and leave high school. So we are dumping billions into teaching English to illegals we are also spending many time over that amount on special education programs for the same illegals. It's little wonder Texas is headed the same direction as California, and quickly. We are also ready in a $11 to $17 billion budget shortfall for next year. Schools are laying off teachers in record amounts. All of that money coudl be made up by getting rid of illegals and their families. That include all of their anchor babies.

Would the billion dollars help? Nope, it will just be a bandage. Illegals have anchor babies as fast as they can possibly have them. We build new schools and the next year we have to put in temporary building all over the place to handle the huge increases in kids. All of them Mexican. With Obama threatening to give amnesty to the 15 million or so that are already here, more and more are encouraged to come so they can be here when the rewards are passed out by the Obama administration. 1 billion dollars won't do anything but postpone the inevitable.........Texas schools as well as the state will eventually go bankrupt.

Of course then you have Houston Independent School District Superintendent Terry Grier who can't wait to get his hands on the money so he can give himself and all his administrative staff a big raise. To hell with teachers he wants the money for his own special pet projects. He certainly has no intention of hiring teachers and making sure teachers get one dime of the money.

And the thing is....the bilingual students do not learn English or Spanish! The Bilingual program is just a vehicle used to generate more funds for the school. I was a tutor for a bilingual class and I can tell you first hand that those kids speak a language that is "Tex Mex"...a combination of English and Spanish.
I don't know whether going to school is a requirement in Mexico but I do know that in Mexico, you have to pay for your child to go to public school. I have come into contact with kids that live in Mexico who don't go to school because they say that they can't because their parents can't pay for it.

The anchor baby situation is one of the most critical issues this country faces.
Whatever it takes, something must be done to alleviate taxpayers of the burden of supporting the children of illegal aliens. Illegal aliens aren't taking care of their kids; they count on the American taxpayer to do that and it is bankrupting our country!

Just an observation. In the 1960's, 1964(?) Kennedy Immigration Reform(?), then we decouple from the gold standard all together in 1972(?) under Nixon, then under Carter we end up with the feds taking over education with creation of the Dept. of Education, we have several recessions all around these dates and our inflationary dollar continues to lose value and the federal government continues to grow at the expense of the states, thus the expense of not only dollars and wealth but freedoms and liberties.

    Just rambling.

Once the illegal parents have their kids enrolled in special ed, they are usually eligible for Medicaid. If the kids are really disabled they are also eligible for social security help. Are tax dollars age being drained at a very quick rate.

    In Texas:
To qualify for CHIP or Children's Medicaid, a child must be age 18 or younger, a Texas resident and a U.S citizen or legal permanent resident. The citizenship or immigration status of the parents does not affect the children's eligibility and is not reported on the application form.
