    Roll Call 814: benefits for illegal aliens, the stolen vote

    Does anyone have the video clip or the documentation of the actual vote, "215-213 FINAL"?
    C-SPAN and House Roll Call Votes have bleeped all records of the original final vote on House R.C. 814.

    House Roll Call 814 was an amendment to H.R. 3161 to prohibit Ag Job benefits from going to illegal aliens. Rep. McNulty (D-NY) thought he was gaveling the vote closed at 214-214. But the clerk had already tallied one more vote before the gavel, which appeared on the scoreboard as "215-213 FINAL," seconds after the gavel. Some arm-twisting by Democrats after the vote closed caused three Democrats to reconsider their official votes, changing the vote to 212-216, which allows illegal aliens to receive benefits from the Ag Jobs bill (and farmers to be reimbursed for it by the taxpayers).

    This is the first stolen vote in the history of the U.S. House.

    House erupts in chaos


    In a massive flare-up of partisan tensions (video link courtesy Breitbart.tv), Republicans walked out on a House vote late Thursday night to protest what they believed to be Democratic maneuvers to reverse an unfavorable outcome for them.

    The flap represents a complete breakdown in parliamentary procedure and a distinct low for the sometimes bitterly divided chamber because members of one party have rarely, if ever, walked off the floor without casting a vote.

    The rancor erupted shortly before 11 p.m. as Rep. Michael R. McNulty (D-N.Y.) gaveled closed the vote on a standard procedural measure with the outcome still in doubt.

    Details remain fuzzy, but numerous Republicans argued afterward that they had secured a 215-213 win on their motion to bar undocumented immigrants from receiving any federal funds apportioned in the agricultural spending bill for employment or rental assistance. Democrats, however, argued the measure was deadlocked at 214-214 and failed, members and aides on both sides of the aisle said afterward.

    One GOP aide saw McNulty gavel the vote to a close after receiving a signal from his leaders -- but before reading the official tally. And votes continued to shift even after he closed the roll call -- a strange development in itself.

    Whatever the final tally, acrimony quickly exploded between lawmakers on either side of the aisle as Democratic leaders tried to plot a solution, while parliamentarians on either side argued over protocol.

    Majority Leader Steny H. Hoyer (D-Md.) eventually offered a motion to reconsider, according to floor staff on either side, ostensibly giving members a chance to recast their votes. But the maneuver sparked a chorus of angry protests from the Republicans, yelling “shameâ€

    The AG BILL NO. 3161 is the bill which they were arguing about last night and is IS PASSED according to Patrick McHenry's staffer, along with the benefits for illegal aliens in the form of welfare.

    Although the vote about this issue is being discussed today, the bill is passed allowing benefits. They withdrew the decision to send it to the ethics committee (what a joke) until further discussion takes place.

    The last attempt to prohibit welfare benefits to illegals was voted on in what is called a Motion to Recommit which caused the republicans to walk out because of the way it was handled.

    I am trying to get a copy of the motion to recommit since it won't be posted online for 24 hours but the staffer who handles this is not available now.

    OK, we have the record of the vote AFTER THE VOTE FIRST ENDED.

    But where is any record, recording, or video of the elliipsis (the three dots) - how the vote came to that point?

    Where is a video of the "sausage-making process?"

    WHY did C-SPAN replay an archived segment while the following was happening?

    The vote was 213-215, then both sides of the aisle got busy.
    The Democrats sent one rep down to the clerk to change his vote, and
    the Republicans sent three reps down to the clerk to change their votes.
    This made the scoreboard change as follows:
    213-215 (motion to deny illegal aliens benefits from the AgJobs bill fails)
    212-216 (one Democrat changed his vote - motion fails)
    213-215 (one Republican changed his vote - motion fails)
    214-214 (one Republican changed his vote - motion fails)
    215-213 FINAL (one Republican changed his vote - motion passed).

    When Rep. McNulty (D-NY) saw the scoreboard moving towards passage, he got a cue from his leader to gavel the voting closed after the fourth rep voted. The scoreboard still showed 214-214, but only because the fourth rep's vote was still being processed. Seconds after Rep. McNulty banged the gavel, the fourth vote registered on the scoreboard, which then said, "215-213 FINAL." So the official vote at the clerk's desk (where it counts) was 215-213 at the gavel sound, but that vote only appeared on the scoreboard after it was logged into the House computer system.

    Then the scoreboard went blank, the House computer suspiciously "crashed", and the record of the voting was lost . . . but it was not so lost that it could not be reopened when the Democrats found some more votes to change.

    Rep. McNulty said, "I closed the vote at 214-214." He sincerely thought it was, but that was an error on his part. He closed the vote at 214-214 on the scoreboard, not knowing that the vote was actually 215-213 at the clerk's desk (the official tally). A junior high school referee could have done a better job; sports referees understand the difference between the "scoreboard clock" and the "timekeeper's official clock."

    When the Democrats saw that they had lost the motion, they twisted arms and got three more Democrats to change their votes in the minutes AFTER the voting was gaveled closed. This was not a violation of any law, just a breach of parliamentary procedure and House rules (and any notion of ethics still remaining in the Capitol Building).

    So the vote (the one after the FINAL vote) stands at 212-216 and the motion failed . . .
    unless the Republicans can twist some more arms, including the Democrat with the gavel, and reopen the vote again . . .

    Where is the video?
    Where is the computer record?
    Where is the evidence of the stolen vote?
