Really we need to be hunting down the students with visas and worker visa holders 60 days before their visa expires making sure they have or are making arrangements to leave, notifying schools, employers, landlords, etc., getting up to date information. This really should be clocked and checked throughout the visa period, every six months or on key dates like end of semester and so forth. Technically the schools and employers should be responsible for that process and liable if they haven't departed on time. They should have to accompany them to the airport and sign affidavit of flight. Of course they could sneak off during a stop so they need to be on non-stop flights or certified at each leg until they depart US.
