    Despite having no authorization from Congress, the Bush administration has launched extensive working-group activity to implement a trilateral agreement with Mexico and Canada.

    The membership of the working groups has not been published, nor has their work product been disclosed, despite two years of massive effort within the executive branches of the U.S., Mexico and Canada.

    The groups, working under the North American Free Trade Agreement office in the Department of Commerce, are to implement the Security and Prosperity Partnership, or SPP, signed by President Bush, Mexican President Vicente Fox and then-Canadian Prime Minister Paul Martin in Waco, Texas, on March 23, 2005.


    The trilateral agreement, signed as a joint declaration not submitted to Congress for review, led to the creation of the SPP office within the Department of Commerce.

    The SPP report to the heads of state of the U.S., Mexico and Canada, -- released June 27, 2005, -- lists some 20 different working groups spanning a wide variety of issues ranging from e-commerce, to aviation policy, to borders and immigration, involving the activity of multiple U.S. government agencies.

    The working groups have produced a number of memorandums of understanding and trilateral declarations of agreement.

    The Canadian government and the Mexican government each have SPP offices comparable to the U.S. office.

    Geri Word, who heads the SPP office within the NAFTA office of the U.S. Department of Commerce affirmed to WND last Friday in a telephone interview that the membership of the working groups, as well as their work products, have not been published anywhere, including on the Internet.

    Why the secrecy?

    "We did not want to get the contact people of the working groups distracted by calls from the public," said Word.

    She suggested to WND that the work products of the working groups was described on the SPP website, so publishing the actual documents did not seem required.

    WND can find no specific congressional legislation authorizing the SPP working groups. The closest to enabling legislation was introduced in the Senate by Sen. Richard Lugar, R-Ind., on April 20, 2005. Listed as S. 853, the bill was titled "North American Cooperative Security Act: A bill to direct the Secretary of State to establish a program to bolster the mutual security and safety of the United States, Canada, and Mexico, and for other purposes." The bill never emerged from the Senate Foreign Relations Committee.

    In the House of Representatives, the same bill was introduced by Rep. Katherine Harris, R-Fla., on May 26, 2005. Again, the bill languished in the House Subcommittee on Intelligence, Information Sharing, and Terrorism Risk Assessment.

    WND cannot find any congressional committees taking charge for specific oversight of SPP activity.

    WND has requested from Word in the U.S. Department of Commerce a complete listing of the contact persons and the participating membership for the working groups listed in the June 2005 SPP report to the trilateral leaders. In addition, WND asked to see all work products, such as memorandums of understanding, letters of intent, and trilateral agreements that are referenced in the report.

    Many SPP working groups appear to be working toward achieving specific objectives as defined by a May 2005 Council on Foreign Relations task force report, which presented a blueprint for expanding the SPP agreement into a North American Union that would merge the U.S., Canada and Mexico into a new governmental form.

    Referring to the SPP joint declaration, the report, entitled "Building a North American Community," stated:

    The Task Force is pleased to provide specific advice on how the partnership can be pursued and realized.
    To that end, the Task Force proposes the creation by 2010 of a North American community to enhance security, prosperity, and opportunity. We propose a community based on the principle affirmed in the March 2005 Joint Statement of the three leaders that "our security and prosperity are mutually dependent and complementary." Its boundaries will be defined by a common external tariff and an outer security perimeter within which the movement of people, products, and capital will be legal, orderly, and safe. Its goal will be to guarantee a free, secure, just, and prosperous North America.

    The CFR task force report called for establishment of a common security border perimeter around North America by 2010, along with free movement of people, commerce and capital within North America, facilitated by the development of a North American Border Pass that would replace a U.S. passport for travel between the U.S., Canada and Mexico.

    Also envisioned by the CFR task force report were a North American court, a North American inter-parliamentary group, a North American executive commission, a North American military defense command, a North American customs office and a North American development bank.

    Dear Mr. Case,
    Thank you for contacting me to express your concerns regarding a "superhighway" that would connect highways in Mexico, the United States, and Canada. It is always good to hear from you.
    As you may know, President Bush joined leaders from both Canada and Mexico to launch the Security and Prosperity Partnership of America (SPP) in March of 2005. The joint effort between the leaders of the three countries would increase security and prosperity through greater cooperation and information sharing. As part of the SPP's efforts, the three nations expressed an interest in building a North American Free Trade Agreement (NAFTA) Superhighway System which would connect the countries via a highway that would stretch from Mexico, through the United States, to Canada. The highway would consist of lanes for both passenger and freight vehicles, as well as rail lines, a utility corridor for oil and natural gas pipelines, electric towers, and communication cables. The first stretch of highway, which is located in Texas, is set to begin construction next year. Although President Bush joined Canada and Mexico in launching the SPP, there was no Congressional action taken that would establish, ratify or otherwise support this partnership.
    I can certainly understand your concerns regarding this superhighway. Although opening the flow of freight from country to country may certainly have a positive economic benefit, I believe that such a bold step may open our country to continued breaches of security throughout our heartlands. In addition, as a member of the House Transportation and Infrastructure Committee, I am concerned at the lack of oversight by Congress. In response, Representative Virgil Goode (R-VA) introduced H.Con.Res. 487 last year and reintroduced it as H.Con.Res. 40 this year. This resolution expresses the sense of Congress that the U.S. should not engage in the construction of a NAFTA Superhighway or enter into a North American Union with Mexico and Canada. At this time, the resolution is currently under review by several House committees. Please be assured that I will keep your thoughts in mind should this resolution or other similar legislation be brought before the House of Representatives for a vote.

    FAST TRACK

    There is a provision called Fast Track which is scheduled to expire June 30th which gives the President authority to negotiate trade agreements with foreign countries WITHOUT consulting Congress or State Legislature.

    The current FAST TRACK was cooked up by President Nixon to take away Congress' authority over trade policy.

    It is this provision The President is using to secretly try to join our three countries ..ie NAFTA,.

    CUTE HUH?

    Congress Must Not Reauthorize FAST TRACK which Boosh is salivating over.Maybe he kept us all so busy with Immigration he is slipping this thru...I am not aware if congress has voted on this or not . Does anyone know ??

    Author Jerome Corsi filed a Freedom of Information Act request yesterday asking for full disclosure of the activities of an office implementing a trilateral agreement with Mexico and Canada that apparently could lead to a North American union, despite having no authorization from Congress.

    As WorldNetDaily reported, the White House has established working groups, under the North American Free Trade Agreement office in the Department of Commerce, to implement the Security and Prosperity Partnership, or SPP, signed by President Bush, Mexican President Vicente Fox and then-Canadian Prime Minister Paul Martin in Waco, Texas, March 23, 2005.


    Corsi specifically has requested the partnership's membership lists, constitutive documents, meeting minutes, meeting agendas and meeting schedules as well as all findings, reports, presentations or memoranda.

    He also wants all comments to representatives of the "Prosperity Working Groups" or other working groups, committees or task forces associated with the partnership along with internal and external interagency or intra-agency memoranda of understanding, letters of intent, agreements, initiatives and budgeting documents.

    Corsi believes President Bush effectively agreed to erase U.S. borders with Mexico and Canada when he signed the SPP.

    Geri Word, the administrator in charge of SPP, confirmed in a telephone conversation with Corsi that SPP.gov has not published the membership lists of the working groups or the many trilateral agreements the website documents indicate are being implemented.

    "This is all being done by the executive branch below the radar," Corsi told WND. "If President Bush had told the American people in the 2004 presidential campaign that his goal was to create a North American union, he would not have carried a single red state."

    The president, Corsi maintains, has charged the bureaucracy to form a North American union "through executive fiat ... without ever disclosing his plans directly to the American people or to Congress."

    Attorney Robert A. McGuire, who filed the request on Corsi's behalf and is preparing further requests, says if the president "is creating a new North American union government without the full and complete knowledge of the American people, we are facing a severe constitutional crisis."

    The purpose of the FOIA, he said, is to get the "full facts exposed in the light of day, available for the American people and for Congress to examine and decide."

    Rep. Tom Tancredo, R-Colo., is demanding the Bush administration fully disclose the activities of the SPP office.

    Tancredo wants to know the membership of the SPP groups along with their various trilateral memoranda of understanding and other agreements reached with counterparts in Mexico and Canada.

    Southern border blurs for global trade

    The Texas segment of the NAFTA Super Corridor is moving rapidly toward approval. When built, the Trans-Texas Corridor, or TTC, will be a major super-highway with six lanes moving in each direction, twelve lanes across in total, described in the 4,000 page draft environmental study as including separate lanes "for passenger vehicles and large trucks, freight railways, high-speed commuter railways, and a corridor for utilities including water lines, oil and natural gas pipelines, and transmission lines for electricity, broadband and other telecommunications services."

    The TTC is expected to follow the current lines of Interstate 35, stretching from Laredo, Texas, on the Mexican border, heading toward Oklahoma City on the Texas border with Oklahoma.

    The idea is to extend the rebuilt I-35 NAFTA super-corridor highway all the way from Laredo, Texas, to Canada, with extensions in Canada to be built out to Montreal in the east and Vancouver in the west. In Mexico, the super-corridor will connect via Mexican railroads with the port at Lazaro Cardenas.

    A core design feature is to create a hub in Kansas City. Here the "Lazaro Cardenas – Kansas City Transportation Corridor" will open up a north-south route through the United States to bring in containers from the Far East. As described by Kansas City's Smart Port website:

    The Lazaro Cardenas – Kansas City Corridor refers to a trade route linking Kansas City to key Asia-Pacific Markets via a ships-to-rail terminal at the port of Lazaro Cardenas in the State of Michoacan, Mexico. Thanks to an innovative series of international agreements, infrastructure improvements and new technologies, this corridor is a reality.
    As the American economy expands and the economies of the Far East ramp up production to meet our demand for goods, the pace of international trade will exceed the ability of major West Coast ports such as Long Beach and Los Angeles to accommodate the flow of goods into the United States.


    The NAFTA Super Corridor will be constructed largely by private companies that intend to operate the new I-35 as a toll road. North America's SuperCorridor Coalition Inc., or NASCO, is a "nonprofit organization dedicated to developing the world's first international, integrated and secure, multi-modal transportation system along the International Mid-Continent Trade and Transportation Corridor" Already, NASCO has received $2.5 million in earmarks from the U.S. Department of Transportation.

    The NAFTA Super Corridor plan is ultimately to reduce the transportation costs of using cheap labor in China, South Korea and Indonesia to produce goods for American markets. Bypassing West Coast ports in the U.S. means bypassing U.S. union wages. Mexican port and rail transport are expected to keep the shipping costs low. Also, allowing free access to the U.S. to Mexican trucks means that the containers can be moved through the U.S. by Mexican nationals, again bypassing Teamster union wages and benefits typically paid U.S. truck drivers.

    To get a feel for how transportation planners are influenced by globalist economic thinking, consider this 2005 analysis written by Leonard Krouner in the Voice of San Diego:

    The Los Angeles/Long Beach and Seattle/Tacoma harbors are the only two West Coast ports between Alaska and Chile that can be used by super-cargo "post-Panamax" ships with a 4,000 standardized cargo container capacity. The ability to off-load, move, unload, store and distribute cargo from these ships requires expansion of California's transportation infrastructure. Delays increasing costs for cargo movement at the Los Angeles/Long Beach port such as those extant during the 2003 longshoreman labor unrest, and the 2004 arrival of too many ships in a single time period with cargo for distribution prior to the Christmas holidays are motivating mega importers Wal-Mart and Home Depot to invest in warehouse facilities in less expensive states such as Georgia.

    None of this would be possible without the extensive work being done by the U.S. Department of Commerce working groups charged with implementing by new regulations the Strategic and Prosperity Partnership of North America, or SPP. The SPP agreement was reached between President Bush, President Vicente Fox and Canadian Prime Minister Paul Martin during their March 2005 summit meeting in Waco, Texas. The Bush administration plan is to create a North American Union along the model of the European Union, put in place by administrative regulations and departmental working groups under the SPP umbrella.

    The U.S. Department of Transportation is actively working on a Free and Secure Trade program that would create special lanes to allow trucks from Mexico to cross the U.S. border with minimal electronic inspection, reducing the U.S. border with Mexico to no more than a speed-bump for authorized Mexican trucks entering the country.

    On June 7, 2004, the U.S. Supreme Court in the case Department of Transportation v. Public Citizen ruled in favor of the Bush administration's argument that the Federal Motor Carrier Safety Administration lacked the authority to exercise environmental controls to prevent Mexican trucks from openly operating in the U.S. under NAFTA. This ruling was key in the Bush administration's determination to open U.S. borders to Mexican trucks under the trade agreement. Had the Supreme Court decided otherwise, the NAFTA Super Corridor project would have suffered a setback.

    I continue to argue that a "follow the money" strategy must be utilized to understand why President Bush has refused to close our border with Mexico, pushing instead for "comprehensive immigration reform" legislation that would allow the vast majority of illegal immigrants now in the U.S. to remain under a "guest worker" or "pathway to citizenship" provision. The underlying agenda of the Bush administration seems to be to create a NAFTA-plus environment in which workers, trade and capital will be allowed to flow unimpeded within the trilateral North American community consisting of the United States, Canada and Mexico.
