    With just hours to go before the U.S. Senate leaves for a five-week August recess, Sen. Chuck Schumer of New York is leading a group of Democratic senators to push for a vote on a $600 million border security measure that includes unmanned aerial drones and 1,500 new enforcement agents.

    The bill is $100 million less than a similar bill the House passed last week and that Senate Republicans tried to get passed a month ago.

    Schumer, who chairs the Senate’s immigration subcommittee, said his measure has a major difference with the House bill: â€

    Political Posturing for the upcoming elections. They know that we know their globalist agenda which requires mass numbers of migrants, many of whom are Mexican to be made voters. This is to alter the political and ethnic landscape to facilitate a union with Mexico (North American Union)
    Now they are changing faces and changing their tune Temporarily to try and hold on to the house and senate.

    They are also working full time to try and disrupt, discredit, and throw the Tea Parties into Chaos with several different dirty strategies.

    Yep, the drones are pretty much a giant waste of money, and the border patrol agents will have their hands tied.

    IMO unmanned drones are worthless pieces of crap. And 1500 more enforcement agents is a joke. Why not build a tall fence with barbed wire along the top or maybe put in wires that will shock the heck out of invaders. Fences work all over the world so why not on our border? 600 million dollars is alot of money so why not do it right for a change?

    UPDATE: In a surprise move the Senate passed this bill. Although Sen. John McCain, R-Ariz., said he would have preferred 3,000 more border agents and had some other things to add to Schumer’s bill, he and other Republican lawmakers called this measure a good first step.

    Senate approves $600 million for border security

    WASHINGTON — The Senate agreed Thursday to add $600 million to the effort to stop the flow of illegal immigrants across the U.S. Mexican border.

    The money would be used for such purposes as adding 1,500 new enforcement agents and deploying unmanned aerial drones to improve border surveillance.

    The voice vote to pass the emergency spending came in the final hours before the Senate leaves for its monthlong summer break. Its sponsor, Democratic Sen. Charles Schumer of New York, said it would boost border spending 10 percent above 2010 levels.

    President Barack Obama has urged Congress to come up with $600 million to reinforce border security, and, with Arizona's attempt to crack down on undocumented immigrants bringing national focus to the issue, both Republicans and Democrats have endorsed more robust border security spending.

    The main stumbling block has been how to pay for the increased spending. Republicans sought to use unspent funds from the economic stimulus act, an idea rejected by Democrats.

    The Democratic plan passed Thursday would boost fees assessed on foreign-based personnel companies that take advantage of U.S. visa programs, such as the H-1B visa program for temporary skilled workers, to bring foreign workers, mainly from India, into the United States.

    The House last week passed similar legislation with $701 million in emergency money for border security. It could take up the Senate bill when it interrupts its August recess next Tuesday for a one-day session to approve a Senate-passed jobs bill.

    Schumer, who announced his proposal earlier Thursday with Sen. Claire McCaskill, D-Mo., challenged Republicans to put aside differences and support the measure. "It's a test of people's seriousness when it comes to the border," he said.

    Sen. John McCain, who last week joined fellow Arizona Republican Jon Kyl in introducing a $701 million bill, initially objected, saying it was insufficient.

    He suggested, among other things, the addition of $200 million to support Operation Streamline, a program begun under the George W. Bush administration subjecting anyone who crosses the border illegally in areas where the program is in place to federal charges with prison terms of up to six months for the first illegal entry. Those who re-enter face prosecution for felonies punishable by up to 20 years in prison.

    When Schumer said he could not accept McCain's amendments, McCain agreed to back the bill. "I believe we have a lot more to do, but this will contribute to our effort to get our border secured," he said.

    The legislation includes $176 million for 1,000 new border patrol agents to form a strike force to be deployed at critical areas, $89 million for another 500 customs and immigration personnel and $32 million to deploy unmanned aerial vehicles or drones.

    It provides an additional $196 million for the Justice Department to bolster its forces of U.S. marshals, and FBI, DEA and ATF agents along the border.

    "Now our attention must turn to comprehensive reform, which is the only way to fully address the problem of illegal immigration," Schumer said after the vote.

    Not one vote should go to CIR even if they secure the border. Besides, they'll lie and cheat to try and prove that it is secure. Throwing money at the problem never works. What WILL work here is not only feet on the ground, but those feet must carry arms! This is war folks, nothing less.

    Border Patrol Agents are ALL armed.

    AN ACT
    Making emergency supplemental appropriations for border security for the fiscal year ending September 30, 2010, and for other purposes.


    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

    That the following sums are appropriated, out of any money in the Treasury not otherwise appropriated, for the fiscal year ending September 30, 2010, and for other purposes, namely:

    DEPARTMENT OF HOMELAND SECURITY

    U.S. Customs and Border Protection

    salaries and expenses

    For an additional amount for `Salaries and Expenses', $356,900,000, to remain available until September 30, 2012, of which $78,000,000 shall be for costs to maintain U.S. Customs and Border Protection Officer staffing on the Southwest Border of the United States, $58,000,000 shall be for hiring additional U.S. Customs and Border Protection Officers for deployment at ports of entry on the Southwest Border of the United States, $208,400,000 shall be for hiring additional Border Patrol agents for deployment to the Southwest Border of the United States, $2,500,000 shall be for forward operating bases on the Southwest Border of the United States, and $10,000,000 shall be to support integrity and background investigation programs: Provided, That section 104 shall not apply to $151,000,000 of the amount under this heading.

    border security fencing, infrastructure, and technology

    For an additional amount for `Border Security Fencing, Infrastructure, and Technology,' $14,000,000, to remain available until September 30, 2012, for costs of designing, building, and deploying tactical communications for support of enforcement activities on the Southwest Border of the United States.

    air and marine interdiction, operations, maintenance, and procurement

    For an additional amount for `Air and Marine Interdiction, Operations, Maintenance, and Procurement', $32,000,000, to remain available until September 30, 2012, for costs of acquisition and deployment of unmanned aircraft systems.

    construction and facilities management

    For an additional amount for `Construction and Facilities Management', $9,000,000, to remain available until September 30, 2012, for costs to construct up to three forward operating bases for use by the Border Patrol to carry out enforcement activities on the Southwest Border of the United States.

    U.S. Immigration and Customs Enforcement

    salaries and expenses

    For an additional amount for `Salaries and Expenses', $30,000,000 to remain available until September 30, 2012, for law enforcement activities targeted at reducing the threat of violence along the Southwest Border of the United States.

    Federal Emergency Management Agency

    state and local programs

    For an additional amount for `State and Local Programs', $50,000,000, to remain available until September 30, 2011, for Operation Stonegarden.

    Federal Law Enforcement Training Center

    salaries and expenses

    For an additional amount for `Salaries and Expenses', $8,100,000, to remain available until September 30, 2011, for costs to provide basic training for new U.S. Customs and Border Protection Officers and Border Patrol agents.

    GENERAL PROVISIONS

    (including rescissions)

    Sec. 101. For an additional amount for the Department of Justice for necessary expenses for increased law enforcement activities related to Southwest border enforcement, $201,000,000, to remain available until September 30, 2012: Provided, That funds shall be distributed to the following accounts and in the following specified amounts--

    (1) `Administrative Review and Appeals', $2,118,000;

    (2) `Detention Trustee', $7,000,000;

    (3) `Legal Activities, Salaries and Expenses, General Legal Activities', $3,862,000;

    (4) `Legal Activities, Salaries and Expenses, United States Attorneys', $9,198,000;

    (5) `United States Marshals Service, Salaries and Expenses', $29,651,000;

    (6) `United States Marshals Service, Construction', $8,000,000;

    (7) `Interagency Law Enforcement, Interagency Crime and Drug Enforcement', $21,000,000;

    (8) `Federal Bureau of Investigation, Salaries and Expenses', $25,262,000;

    (9) `Drug Enforcement Administration, Salaries and Expenses', $35,805,000;

    (10) `Bureau of Alcohol, Tobacco, Firearms and Explosives, Salaries and Expenses', $39,104,000; and

    (11) `Federal Prison System, Salaries and Expenses', $20,000,000.

    Sec. 102. (a) From unobligated balances made available to U.S. Customs and Border Protection `Border Security Fencing, Infrastructure, and Technology', $100,000,000 are rescinded: Provided, That section 104 shall not apply to this subsection.

    (b) From unobligated balances of prior year appropriations made available for `Transportation Security Administration--Aviation Security' in chapter 5 of title III of Public Law 110-28, $15,500,000 are rescinded.

    (c) From unobligated balances of prior year appropriations made available for `Federal Emergency Management Agency--Administrative and Regional Operations' in chapter 4 of title II of Public Law 109-234, $34,500,000 are rescinded.

    (d) From unobligated balances of prior year appropriations made available for `Department of Commerce--Bureau of the Census--Periodic Censuses and Programs' in title I of Public Law 111-117; 123 Stat. 3115, $51,000,000 are rescinded: Provided, That section 104 shall not apply to this subsection.

    Sec. 103. Notwithstanding any other provision of law, from available funds, the Department of Defense shall pay in fiscal years 2010 and 2011 the full costs associated with the deployment of the National Guard along the Southwest Border of the United States.

    Sec. 104. Each amount made available herein is designated as an emergency requirement and necessary to meet emergency needs pursuant to sections 403(a) and 423(b) of S. Con. Res. 13 (111th Congress), the concurrent resolution on the budget for fiscal year 2010.

    This Act may be cited as the `Emergency Border Security Supplemental Appropriations Act, 2010'.
