Citizens are supposed to go to employment offices to find work to keep from being exploited by less than honorable employers and not to be doing anything illegal such as working for wages under the table or working certain jobs without being certified to do those jobs. Employment offices are in place in this society to protect the workers as well as the consumers.

Day Labor, which is so Third World in it's illegal concept anyway should be ran by and regulated by reputable employement agencies under the watchful eyes of the Federal Government, if we are going to allow these things to exist.
