Texas makes deal on first election under weaker voter ID law

CORPUS CHRISTI, Texas (AP) — Texas has struck a deal on new voter ID rules for the first election since a federal appeals court this week ruled that the state's ballot-box restrictions are discriminatory.

Relaxed voter ID rules proposed to a federal judge Saturday would only apply to a special San Antonio runoff election next month. But the agreement may provide clues of compromises Texas could make for November.

A New Orleans federal appeals court ruled the state's 2011 voter ID law discriminated against minorities and the poor.

The court ordered Texas to accommodate voters who lacked one of seven acceptable IDs under the law. That list included concealed handgun permits but not college IDs.

The agreement would allow San Antonio residents to sign an affidavit and cast a provisional ballot for a statehouse runoff.
