Exactly. You drop them off at the border and they just turn around and find another way in. They just keep trying and trying until they're successful. That's why we need to charge them with a felony the second time they try it and imprison them, in order to discourage them from ever trying it again, and others from ever even trying it in the first place. Which should also be an automatic disqualifier for even becoming a citizen in the future.
