This bill didn't include funding for any Homeland Security, only Defense, Health and Human Services, Labor and Education. The wall funding of $5 billion thanks to Yoder is in a separate bill that will fund Department of Homeland Security. That's the bill they want to vote on after the mid-terms.

It's my guess the President is angry because the Senate included DHS funding in the continuing resolution (CR) that extends funding for all agencies outside of the Department of Defense, Health and Human Services, Labor, and Education until Dec. 7th.
Sounds like he expected full DHS funding and the border wall money for next fiscal year included in the package. It's my understanding the DHS appropriations bill has already cleared the U.S. House and is sitting in the U.S. Senate .... or has it? I'm still hoping the House removed some of those ridiculous Rep. Yoder supported amendments from the bill!

The Democrats won't support more immigration enforcement and wall funding because they want more votes and the Chamber of Commerce supporting Republicans won't support immigration enforcement and wall funding because they want to continue pumping in cheap foreign labor, to include illegals, for business interests!
Keeping the House and gaining more Republicans in the Senate will help on some things, but I'm convinced it will do very little to help fix our immigration problems. There has to be a re-education of American businesses on immigration and the "cheap labor" schtick, much like what Trump has done with the business sector on trade.
