EL PASO, Texas — A Mexican man who said he was kidnapped, beaten and tortured in Mexico has been charged with illegally entering the United States, the U.S. Border Patrol said.

Border agents spotted Moises Reyes Carranza crossing a shallow spot in the Rio Grande west of downtown El Paso Wednesday night. He was handcuffed, had a plastic bag over his head and rope tied around his knees.

Border Patrol officials told the El Paso Times that Reyes said he had been tortured. After being treated at a local hospital, he was jailed on a federal charge of illegally entering the United States after previously being deported.

Court records do not show if Reyes has a lawyer.
