LNR,
Texas is really different because we were once a republic. However, I do know that Louisana has some strange rules about what they can discuss and pass on even or odd years. For instance, only spending bills can be passed every other year.
All states are able to decide how their individual states will be governed.
Note: El Paso is a sanctuary city and the population is 51% illegal alien. What do you expect from them? The police department could fill the jail in a few hours with illegal aliens. Gee, throw a rock down there an you will likely hit an IA.

I bet the citizens of Texas would WANT a special session called. I have friends in Houston and relatives in Dallas, and they're sick and tired and totally fed up!
I live in a small town just south of Houston and it's absolutely nuts. My
wife and I are seriously thinking of moving away from all of this to get my
7year old son away from all of the crime, violence and hate but we don't
know where to go.
