    U.S. Brags About Quality Medical Care For Detained Illegal Immigrants

    Weeks after announcing resort-like accommodations for illegal immigrants in federal detention facilities, the Department of Homeland Security (DHS) is bragging about the quality medical care it provides for undocumented aliens housed at nearly two dozen locations throughout the U.S.

    It’s all part of the Obama Administration’s commitment to reform the immigration detention system so that it’s more humane. This includes a number of outrageous perks for arrestees, including female hormone treatments for transgender men, abortions for women and “ethnically diverse” diet options.

    It also includes topnotch medical care provided by more than 900 Public Health Service-commissioned officers, federal civil servants and contract support staff. The DHS agency that runs the nation’s 21 detention facilities, Immigration and Customs Enforcement (ICE), promoted the new and improved healthcare system this week with an announcement titled “ICE Provides Quality Medical Care to Detainees.”

    It ensures the safe and humane conditions of confinement for aliens in ICE custody. “A detainee’s health care begins the moment they walk through the facility’s doors,” said Dr. Jon Krohmer, assistant director for ICE. “Within the first 12 hours of their admission, all detainees undergo a preliminary health screening, which includes an evaluation of the individual’s medical, dental and mental health status and within the next 14 days, a more detailed physical examination takes place.”

    Because so many detainees are either new arrivals in the country or haven’t had access to health care in the past, Dr. Krohmer says it’s not unusual for serious health problems to be diagnosed at the preliminary screenings. “We’re finding out about health issues that even they didn’t even know about and in most cases are able to begin treatment,” he said. Illegal immigrants also get evaluated and treated before getting deported, compliments of Uncle Sam.

    When necessary, the agency authorizes and pays for off-site specialty and emergency care, consultants and case management. Financing for such costly procedures was once tough to get, but ICE “recently streamlined the treatment authorization request” to make it easier for illegal immigrants to get specialized medical care.

    Of course, American taxpayers will get stuck with the exorbitant tab. Improved services are part of the president’s revamping of the immigration detention system. Besides medical care, other areas have been augmented to meet the new standards. For instance, mental health, legal and religious services have also been improved and there is a new system for reporting and responding to complaints. There are also a bunch of new translators to guide detainees with “limited English proficiency.”

    Jail menus have also been redesigned to offer arrestees generous and ethnically diverse options for a “nutritionally balanced diet.” Recreation programs and facilities have also been revamped to include a variety of exercise equipment and recreational options such as soccer, volleyball and basketball. Board games and television will be available as “sedentary activities.”

    Transgender hormone treatments, abortion access for detained illegals irks congressman

    Hormone treatments for transgendered detainees, abortion services and extensive outlets for complaints — these are just a few of the reasons Texas Republican House Judiciary Committee Chairman Rep. Lamar Smith is not pleased with the U.S. Immigration and Customs Enforcement’s (ICE) recently released Performance-Based National Detention Standards (PBNDS).

    In the spirit of detention reform, in 2011, for the first time since 2008, ICE finished its revision of detention standards for those being held for being in the country illegally. Those new standards were released this month. ICE has already started to implement the changes.

    “PBNDS 2011 is crafted to improve medical and mental health services, increase access to legal services and religious opportunities, improve communication with detainees with limited English proficiency, improve the process for reporting and responding to complaints, reinforce protections against sexual abuse and assault, and increase recreation and visitation,” an ICE representative explained in its PBNDS fact sheet.

    According to Smith, however, the revisions amount to a vast and expensive expansion of privileges.

    “The Obama administration’s new detention manual is more like a hospitality guideline for illegal immigrants,” Smith wrote in a statement. “The administration goes beyond common sense to accommodate illegal immigrants and treats them better than citizens in federal custody.”

    The standards chronicle a wide range of amenities and rights accorded to each detainee during their stay, including extensive regulations on things such as body searches, room space, recreational time, visitation, the interaction ICE officials can have with them and food expectations — including adherence to detainee dietary restrictions.

    The standards also outline a wide range of medical procedures available to those in detention facilities, including services such as abortion access, hormone treatments for transgendered people, dental work and a 15-day supply of medications upon release, deportation or transfer.

    An ICE representative said that the new procedures are fiscally sound.

    “It is important to note that one of the main goals of the agency, in addition to prioritizing the health and safety of detainees in our custody and improving conditions of confinement, is to increase fiscal prudence and efficiencies within the system,” the ICE representative explained to The Daily Caller.

    While the official said these changes are geared toward fiscal prudence, Smith is not buying it.

    “Illegal immigration already costs American taxpayers billions each year, and these increased regulations force them to keep an open tab for illegal immigrants,” Smith said.

    According to ICE, average agency cost to remove an alien is about $10,043, but that figure does not include the average costs to other agencies that are involved in the immigration enforcement process. Total removal costs taxpayers between $23,000 and $30,000 per alien.

    “[P]art of ICE’s detention reform efforts are also aimed at putting detention centers in strategic locations that reduce detainee transfers within the detention system and increase overall operational efficiencies, allowing for a reduction in detainees’ average length of stay in ICE custody (by an average of 14 days) and subsequent cost savings for the federal government,” an ICE representative explained. “Overall, ICE’s detention reform efforts, including the implementation of PBNDS 2011, are designed to improve medical care, custodial conditions, fiscal prudence and oversight of the immigration detention system, and reinforce protections against sexual abuse and assault.”

    Deportable illegal aliens now getting free dental care

    Last week, Immigration and Customs Enforcement (ICE) issued a press release detailing the how the agency now “provides quality medical care to detainees.”

    According to the release, more than 900 Public Health Service-commissioned officers, civil servants and privately contracted staff now make up the ICE Health Service Corps (IHSC) in order “to serve as the medical authority for ICE on a wide range of medical issues, including the agency's comprehensive detainee health care program.”

    IHSC sees to the medical needs of approximately 15,000 illegal alien detainees at 21specialized medical facilities throughout the country as well as to another 17,000 illegal alien detainees being housed in several non-medical facilities.

    Whenever necessary, it authorizes and pays for off-site specialty and emergency care, consultations and case management.

    According to IHSC Assistant Director, Dr. Jon Krohmer, his agency has streamlined the entire medical process for detainees and as an example of this effort, his staff now typically reviews and approves even specialized treatment within 24 hours. In addition to paying for off-site and emergency care, the agency also provides detainees with medical consultations and comprehensive case management.

    In fact, Dr. Krohmers’s description of his agency’s services actually sounds more like an ad for Cancer Treatment Centers of America, than it does for a government agency tasked with providing minimal medical treatment to criminals awaiting deportation.

    Of course, these detainees are no longer simply receiving minimal treatment.

    ICE also reports that before any illegal alien can be deported, “they must first undergo an evaluation to make sure they are fit to fly.”

    Basically, under the Obama administration, the detainees are getting a level of medical care never before seen in such facilities.

    At a time when millions of Americans are out of work and many more can no longer afford their own health care, it is more than outrageous that these same Americans are being forced to pay for medical treatment that goes above and beyond what is reasonable for illegal aliens, many of whom have committed other serious crimes while in this country.

    When the federal government should be removing the magnets that draw millions to this country illegally, so that we can take care of our own, the government is instead offering free dental and psychological care to foreign criminals…Is it any wonder they keep coming?

    Given the current administration’s latest admission Friday night admission, it would appear that Rep. Joe Wilson’s famous comment to President Obama was more than accurate.

    In a few days, illegal aliens will begin arriving at a brand new federal detention center in Karnes City, Texas, but, this facility more closely resembles a college campus or summer camp than it does a federal prison.

    This 608-bed facility sits on 29 acres, southeast of San Antonio and boasts a library with internet access, cable TV, basketball courts, a fitness center, soccer fields and even a dining facility complete with salad bar.

    In a press release, U.S. Immigration and Customs Enforcement describes the facility: “This civil detention center represents a first in the entire history of immigration detention. Karnes and others like it are one part of an ICE detention reform program that is sensible, sustainable and attentive to the unique needs of the individuals in our custody.”

    And, as the Chicago Tribune reports, the guards will no longer be referred to as such, but will now be known as “resident advisors” (told you it sounded like college). Instead of their traditional uniforms, those “advisors” will now don less threatening polo shirts and khakis and more importantly… be unarmed.

    The cost to the taxpayers for the new facilty?...$32-million.
    A facility just like it will be built just outside Chicago and another in southern Florida, according to ICE officials.

    It is all part of the Obama administration’s larger effort to improve the living conditions of detained illegal aliens awaiting deportation.
    In June 2010, the Houston Chronicle reported the details of an internal Immigration and Customs Enforcement email, that though seem laughable, were quickly confirmed by an ICE official.
    Beth Gibson, ICE's senior counselor to Assistant Secretary John Morton, who confirmed the changes, reported that much of the new policy will be implemented within 30 days at detainment centers from California to New Jersey.

    Gibson defended the changes, saying: “When people come to our custody, we're detaining them to effect their removal. It's about deportation. It's not about punishing people for a crime they committed.”

    The changes include:
    -hanging plants
    -free movement for detainees
    -longer visiting hours
    -replacing guards with “unit managers”
    -allowing detainees to wear their own clothing
    -email access
    -free phone service
    -dance classes
    -movie nights
    -art classes
    -cooking classes
    -tutoring and computer training
    -self-serve beverage stations


    In addition to the new amenities, ICE has also reduced or in some cases, eliminated pat-down searches, which raised particular concern for Tre Rebstock, president for Local 3332, the ICE union in Houston.

    Rebstock told the Houston Chronicle: “Our biggest concern is that someone is going to get hurt.”

    Rebstock continued: “My grandparents would have loved to have bingo night and a dance class at the retirement home they were in when they passed away, but that was something we would have had to pay for. And yet these guys are getting it on the taxpayers' dime.”
    In October 2009, the Department of Homeland Security announced plans to use converted hotels and nursing homes to house some illegal aliens, rather than keeping them in jails under the current system.

    That same month, The Washington Post reported that John T. Morton, assistant secretary for Immigration and Customs Enforcement would meet with contractors to discuss converting residential facilities to house nonviolent detainees. Morton also said that within six months, his agency would begin a medical classification system to help detainees with their healthcare needs.
    Also in 2009, DHS Secretary Janet Napolitano said that ICE would begin ranking illegal alien detainees, even criminally convicted aliens by the flight risk and danger they pose to the public, and issue bids for new facilities (hotels).

    Currently, Immigration and Customs Enforcement is detaining roughly 33,000 illegal aliens, about half of whom are felons.

    As if providing free legal advice, bingo games and cable TV to those who come to this country illegally and commit other crimes while they are here was not enough…The Obama administration also supplies sex-change hormones to detained illegal aliens as well.
    A 2010 investigation by the KHOU News team in Houston revealed that a number of illegal aliens incarcerated are receiving prescribed sex hormone at taxpayers’ expense.

    In 2009, Jose Centeno was jailed by Immigrations and Customs Enforcement detained after discovering a previous felony drug conviction. While he was detained, ICE prescribed and dispensed the hormone drug Premarin to the transgendered man.

    Centeno, who now goes by the name “Krystal,” told KHOU: “I'm transgender so I am taking female hormones. It's not a choice, I was born, and I already knew I was born, in the wrong body, so it wasn't a choice -- I need those meds/hormone therapy to be who I am, but it's not a choice.”

    ICE states that they do not keep accurate records on the number of transgendered detainees receiving hormone therapy…in other words, they will not tell us how much we spend every years on hormone therapy for criminal aliens.

    However, some checking found that COSTO sells 100 tablets of Premarin (1.25 mg) for a price of $177.01, or $1.77 per pill.
    Based on Costco’s price and a twice a day dosage, the transgender illegal alien costs the taxpayers an additional $637 for a six-month detention for their hormone therapy.

    In late 2011, ICE announced an official policy in order to accommodate transgendered detainees.

    Perhaps, most outrageous, ICE’s latest detainee guidelines even offer free abortions…

    ICE’s 2011 Performance-Based National Detentions Standards states the following:

    “A pregnant detainee in custody shall have access to pregnancy services including routine or specialized prenatal care, pregnancy testing, comprehensive counseling and assistance, postpartum follow up, lactation services and abortion services. (pg. 256)

    The Obama administration is basically creating all-inclusive resorts for illegal aliens complete with free medical care, all at the expense of the American taxpayer, and while Obama continues to claim that he does not plan to extend healthcare benefits to illegal aliens, the fact is…he already does.


    It is more than outrageous that during the worst economic period this nation has experienced since the Great Depression, as millions of Americans continue to face unemployment and lose their homes in record numbers, that we are now being forced to pay for illegal aliens to live more comfortably and be given the sort of medical care that by Obama’s own estimate—more than 40 million Americans cannot afford for themselves.
