Your thought process would have us strip all preventive security measures from our lives. It's understood that some criminals will always find away to "beat the system" (or at least try), but that doesn't mean that we should just throw our hands up in despair and give up in our attempt at stopping them - to do so would invite chaos. Of course not, but the initiatives do act as a deterrent. For the tunnels ... I think we need to add a line of underground mines .. just little ones that would "implode" send a signal and then we could spot the tunnel clean up the mess and shut it down.
They'd eventually get tired of that.
We already have the technology. The oil and gas industry uses it.
