AMERICAN FORK, Utah (ABC 4 News) - He was drilling without a diploma. That's what investigators are saying about a man who practiced dentistry in American Fork. It was illegal and going on for a decade. Police say the arrest of this Utah County man is just the tip of the iceberg as they investigate major crimes by illegal immigrants.

57 year old Raul Antonio Garay was arrested Wednesday night after a search warrant was executed at his house. He was booked on 25 counts of practicing dentistry without a license. He was released this morning but didn't answer his door to talk with us.

According to officials with the Utah Highway Patrol, the operation was set up in the basement where "The room was cluttered with numerous syringes, blood and real teeth. There was nothing anywhere in the room for proper disposal of blood."

Officers found notebooks, bill ledgers, bottles of ibuprofen, injectable lidocaine, and anesthetic. “Everything was in a very crude environment, nothing was clean, sanitized, or sterile. Several of the dental tools were rusted."

Garay told police "…he would see six to seven patients a week... that the dental work included check ups, extractions, fillings and crowns."

Garay is out on a $5,000 bond. He told police he was known only to the Hispanic community by word of mouth; that he only worked on Hispanics and had to be paid in cash. At this point, no number on exactly how many patients he had.
