SALT LAKE CITY (AP) — The Utah Legislature enters its final day with most of the major issues already resolved.

By constitutional rule the Legislature must end its session Thursday, which often means the stroke of midnight.

This year the two biggest issues were finalized last week or early this week.

The budget passed by the Legislature is essentially flat with only targeted cuts, most notably the closing of seven liquor stores.

There is still a chance legislators could agree to bonding for building construction, although there doesn't seem to be much appetite for more debt among Republican leaders.

Immigration reform, the most pressing issue of the session, was mostly passed last week.

There are some controversial bills that could get debated, including abortion laws, driving privilege cards for illegal immigrants and gun rights.
