Was listening on the radio while out and they said something about Voinovich voting for Kay Bailey Hutchison's bill, one of those stages, and he misunderstood what he was voting for. Sorry I didn't catch the details better but apparently that odd procedure they went through was out of the ordinary and confusing to some.
