    SALEM, Ore. (AP) - The Oregon Transportation Commission adopted new rules Thursday regulating the issuance of driver licenses.

    Under rules that take effect Feb. 4, applicants must show proof of residence to get an Oregon license. When a customer goes to an Oregon Department of Motor Vehicles office to apply for a first-time, renewal or replacement card, the DMV will electronically verify the Social Security number provided.

    Oregonians who do not have a Social Security number may still apply for driving privileges or an identification card but must sign a statement that they never have been assigned a Social Security number and provide at least one document from a DMV-approved list of identification. These include a recent U.S. passport, an immigrant visa issued by the U.S. State Department or a valid foreign passport with unexpired U.S. Department of Homeland Security documentation.

    The new rules have raised concern within the Hispanic community.

    Currently immigrants in Oregon can use a Mexican ID card supplied only by the Mexican Consulate in Portland to get Oregon licenses. That would end when the new rules take effect.

    Oregon is one of only a handful of states that does not require proof of legal residence for a license.

    Gov. Ted Kulongoski issued the order to make the change in November. The order directed the DMV to tighten identification requirements as quickly as possible in order to reduce fraud by bringing state requirements in line with national standards.

    Rockfish - yeah, that's exactly what I thought when I read that line.



    The article does say that all numbers will be verified electronically via Federal databases though (maybe the entire situation isn't as bad as it sounds???)
    ..Just have to wait and see.

    Here's the key text:
    the DMV will electronically verify the Social Security number provided.
    Does that mean(?) - they will verify that the number is legit [only] OR
    that the number is legit AND it matches the named individual???

    Saw a big lineup outside the Mex. Consul. in Portland on Sunday. Now I know why. Word gets around pretty good.

    Also read an article in the Daily Journal of Commerce: State wants more small, minority contractors building iniversities. If approved this would allow some restrictions on competitive bidding up to the five-million dollar mark. Object is to encourage woman and minority contractors. I'm for helping small businesses, but why restrict it to these groups?
