    What is so "chilling" and "terrorizing" about accounting for and reporting the cost to the Frederick County taxpayers for educating children who are not legally entitled to be in the country?
    I'll tell you what's "chilling and terrorizing" to illegal supporters:
    a) That the legal taxpayers will wake up to how much it's costing them.
    b) How many children of illegals are IN the education system.
