If I understand this policy correctly, for the past year and a half, the Latin American airlines already have the right to service routes in the U.S., so long as the flight originates or ends south of the border. Along with the Open Skies agreement with Canada, this gives Mexican and Canadian airlines access to U.S. routes.

What else is Dr. Corsi saying the White House is preparing to do to open U.S. air routes? It sounds like the horse is already out of the barn.
