Will Texas Revive ‘states’ rights?

Texas Governor Rick Perry made headlines last year with some offhand comments about secession. Not only were his remarks supported by a majority of Texans, but a great number of Americans from other states agreed.
Anger with the federal government’s unbridled spending and far reaching regulations from the EPA and other out of control agencies resonated deep with most Americans. The result was the overwhelming rejection of socialistic legislation and liberal maneuvering by the Obama administration which played out with the US House being restored to the control of the GOP, and the US Senate imbalance adjusted towards a more conservative makeup.
The Arizona law concerning illegal immigrants received support from a vast majority of constitutionalists, Republicans, and Tea Party adherents—and Governor Jan Brewer’s status and popularity in Arizona and throughout the country was measured at an astounding 72% approval rating while President Obama’s polls dropped faster than housing values after a mudslide. When the Justice Department filed suit, those defending Arizona’s new law raised millions in its defense.

I'm reading this and then seeing about obamacare and the healthcare reform with mentioning states rights. To me it seems to be hyprocrisy.
First off do these states favor cutting out federal tax dollars funding healthcare programs like medicare and medicaid? If they do and want to end both programs and any federal payments to any health insurance, health group, or healthcare facility I'd support it.
However I'd bet these states still want federal dollars to pay for these programs but want the programs the way they use them. You can't say we want federal money w/o federal involvement.
This is part of the problem, you can't go halfway on an issue and expect it to work. The reason medicare and medicaid is working is being a socialized payment system for a private industry.
Now like I said if those states want to end any federal money going to the state regarding healthcare in any way and then impose their own form with their own tax I'd support that. Of course what happens if a 70 year old is on Texacare and desides to move to another state. They get NO medicare and such as they were exempted as a state from paying.
