An old photograph of Pancho Villa is used. Pancho Villa attacked Americans as he moved freely, back and forth, across the border. Nothing has changed after many decades. After all these years, Mexicans still cross over the border illegally and commit crimes against American citizens without being brought to justice.
I have noticed the Japanese protested whenever their citizens were harmed by American servicemen. Japan and the U.S. negotiated a new treaty, allowing American servicemen to be handed over to the Japanese authorities whenever an American is charged with a crime. Also, the U.S. moved a military base to placate the Japanese.
If American citizens protested vigorously, then Mexico would be forced to turn over criminals who have murdered Americans. The fact that we don't do this permits these murderers to go free. Mexico harbors murderers who are able to cross the border later and continue their criminal lifestyles.

My great great grandfather's brother was in the US Cavalry. He was a Gatling gun operator. He was sent to hunt Pancho Villa around the turn of the century 1900's.
