Instead of being subjected to criminal court appearances or potential bench warrants for moving violations (like running a red light), riders are now issued civil traffic tickets. The policy change was designed to bring parity to the system. Motorists already receive civil tickets for these exact same infractions, whereas cyclists previously faced criminal dragnets.
