The Porder Patrol is undermanned and can't always respond to sightings of illegal alien groups. Even when they can respond, they are often times shorthanded.

This thermal video was taken from several miles away but still shows the tough situation the Agents are faced with.

There is no way they are going to catch these people. Remember, it is dark out - almost no visibility - unknown desert terrain.
