    A blast of arctic air — likely the coldest so far this winter — is poised to pour across the central, southern and eastern USA today and Wednesday.

    More than 150 million people across 40 states will endure below-average temperatures this week, Weather Channel meteorologist Chris Dolce said.

    Low temperatures tonight will be near or below zero from the central Rockies to the Great Lakes and as far south as Texas, the National Weather Service said.

    The Texas Panhandle could have windchill temperatures as low as 30 degrees below zero, the weather service said.

    In many spots, temperatures will be as much as 20-25 degrees below average. For instance, the forecast for the low in Oklahoma City is 6 degrees, and the average low this time of year is 29 degrees.

    Another storm is forecast to spread heavy snow from the Rockies across the central and southern Plains today and tonight, and into the Deep South on Wednesday.

    Tulsa— which received a record 13 inches of snow last week — could see another foot of snow, as could Oklahoma City, The Weather Channel said.

    Back-to-back major snowstorms such as these are "almost impossible" in Oklahoma, Weather Channel meteorologist Mark Ressler said.

    "Multiple snow events like this are unusual, since it's hard to get the cold air that far south," weather service meteorologist Dan Petersen said.

    It has been very consistently cold over the past several weeks in the South, Petersen added.

    The predicted snow will move into Arkansas and the Deep South on Wednesday and Wednesday night.

    As another arctic blast approaches, parts of the country are still recovering from the last storm:

    • Crews in Tulsa were still working over the weekend to clear downtown streets and other main roads from last week's storm, city spokeswoman Kim MacLeod said.

    • Dozens of school districts in northwestern Arkansas have remained closed since last week because of the snow and cold.

    • The 72 hours of subfreezing temperatures last week in El Paso was unheard of in recent history, City Manager Joyce Wilson said. "This has impacted everything. This community was not built for sustained subfreezing temperatures," she said.

    • In southeastern Texas, marine biologists and volunteers worked to try to save hundreds of sea turtles left stunned by the frigid conditions along the beaches of South Padre Island and Boca Chica, near the mouth of the Rio Grande.

    Rescuers had found 575 sea turtles in hypothermic shock because of the weather, said Kat Lillie of Sea Turtle.
