    HARNEY COUNTY, Ore. — KATU News has learned the leader of the armed occupation at Malheur Wildlife Refuge - Ammon Bundy - has been arrested, along with three other individuals Tuesday evening.

    Officials said it all began with a traffic stop while Bundy and some of his followers were en route to a community meeting in John Day, about 70 miles away.


    Shots were fired
    after FBI agents, Oregon State troopers and other law enforcement agencies made the stop. CNN reports its unclear who fired first.


    Details of the arrest remain unknown, but charges are pending related to the group's 25-day takeover of the wildlife refuge.

    Bundy and dozens of other individuals occupied the wildlife refuge earlier this month after two local ranchers were sent to prison for setting fires on federal land.

    KATU News spoke with Harney County Judge Steven Grasty last weekend, who expressed his worry regarding the situation.


    "Somebody will do something stupid," Grasty said. "If it goes south, it'll go south because Mr. Bundy or his friends started something."


    Around the same time, Bundy told KATU his group had no intention of using their weapons, "but we have them, and we're willing to stand with them in our own defense as we exercise our rights, and as we restore our rights back to our brothers and sisters."


    Gov. Kate Brown had repeatedly asked for assistance from federal authorities regarding the occupation.

    One person was killed and another was injured after shots were fired during the arrest of the leader of a group of armed protesters occupying a federal wildlife refuge in Oregon, officials said.

    In a statement Tuesday, the FBI said one individual "who was a subject of a federal probable cause arrest is deceased."


    No other information about the deceased was immediately released.


    The FBI said authorities arrested Ammon Bundy, 40, his brother Ryan Bundy, 43, Brian Cavalier, 44, Shawna Cox, 59, and Ryan Payne, 32, during a traffic stop Tuesday afternoon on U.S. Highway 395.


    Authorities said another person, Joseph Donald O'Shaughnessy, 45, was arrested in Burns.


    The protesters were heading to a public meeting in two cars about a demonstration in the town of John Day, Ore. when there was an interaction with law enforcement on Highway 395 in Oregon, law enforcement officials told Fox News.


    The Harney County Hospital in Burns, Ore. is on lockdown as a result of the incident.


    Bundy's group, which has included people from as far away as Arizona and Michigan, seized the headquarters of the Malheur National Wildlife Refuge on Jan. 2 as part of a long-running dispute over public lands in the West.


    Bundy is the son of Nevada rancher Cliven Bundy, who was involved in a high-profile 2014 standoff with the government over grazing rights.

    One militant is dead and the top leaders of the Malheur National Wildlife Refuge occupation are in police custody after law enforcement officials confronted members of the anti-government group Tuesday afternoon. Ammon Bundy and his followers seized the wildlife refuge on Jan. 2, insisting they wouldn't leave until their demands were met, including the freeing of two Harney County ranchers jailed on federal arson charges. Here are the latest developments:

    6:55 p.m.:
    The FBI and Oregon State Police confirm that they took an "enforcement action" to take the occupiers into custody. One person was killed and another wounded. Those arrested include:


    • Ammon Edward Bundy, 40, of Emmett, Idaho
    • Ryan C. Bundy, 43, of Bunkerville, Nevada
    • Brian Cavalier, 44, of Bunkerville, Nevada
    • Shawna Cox, 59, Kanab, Utah
    • Ryan Waylen Payne, 32, of Anaconda, Montana


    The name of the person who died has not been released.

    Joseph Donald O'Shaughnessy, 45, of Cottonwood, Arizona, was also arrested by the Oregon State Police in Burns at about 5:50 p.m.

    Each of the people who have been arrested are facing a felony charge of conspiracy to impede federal officers.


    6:50 p.m.:
    Ryan Bundy, 43, of Bunkerville, Nevada, suffered a minor gunshot wound and was taken into custody in a highway stop conducted by the FBI and the Oregon State Police.


    6:18 p.m.
    Lisa Goodman, a spokeswoman for St. Charles Health System in Bend, said an AirLink ambulance was dispatched to Burns. She couldn't confirm how many people it is set to retrieve, or whether Ammon Bundy is among them.


    "It's on the ground there now," Goodman said. "We can't confirm it's Ammon Bundy. We don't know who it is."


    6:13 p.m.:
    The Oregon Department of Transportation closed 56 miles of U.S. 395 between Burns and John Day after unconfirmed reports that Ammon Bundy was taken into custody.


    The closure stretches from Milepost 12, south of Canyon City, to Milepost 68, just outside of Burns.


    5:46 p.m.:
    Two people have been shot and Ammon Bundy is in custody, according to a livestream report by Pete Santilli. The self-styled journalist is also repoting that the FBI has told protesters at the Malheur National Wildlife Refuge in Harney County that they are free to go and need to leave immediately.


    Santilli said he was waiting outside a hospital in Burns to confirm the reports of the shootings.


    Two men were down, possibly injured," he said.

    LaVoy Finicum — the Oregon militant who gained fame for conducting a television interview from beneath a blue tarp — has reportedly been shot and killed by law enforcement officers.

    The Arizona rancher, who was caring for 11 foster children with his wife, vowed at the start of the occupation of the Malheur National Wildlife Preserve that he was willing to die for his interpretation of the U.S. Constitution.


    “I have been raised in the country all my life,” Finicum said in a widely viewed television interview with a rifle on his lap. “I love dearly to feel the wind on my face. To see the sun rise, to see the moon. I have no intention of spending any of my days in a concrete box.”


    He was reportedly shot Tuesday evening during a shootout when law enforcement officers stopped a group of militants on their way to establish a shadow government in nearby Grant County.


    State Rep. Michele Fiore (R-Nevada), who is close to the Bundy family and other militants, has identified Finicum as the militant who has been reportedly killed.


    Six others — including Ammon and Ryan Bundy — were arrested following the shootout.


    Reports indicate that one other person might have been wounded in the gunfire.

    One person died and eight others were taken into custody Tuesday when authorities confronted an armed protest group responsible for a nearly month long occupation of the Malheur National Wildlife Refuge in southeastern Oregon, officials said.
    Killed in the confrontation was Arizona rancher Robert "LeVoy" Finicum, who had acted as a spokesman for the group of self-styled defenders of the constitution, according to Nevada Assemblywoman Michele Fiore, who spoke with the wife of Ammon Bundy, the leader of the group.
    Bundy was among five people initially taken into custody, while his brother, Ryan, was shot in the arm during the incident, Fiore said.
    She said Ammon Bundy, who was one of those arrested, told his wife in a phone call that the group had been cooperative. He told her that Finicum was shot three times while he had his hands up in the air, according to Fiore.

    “It’s very unfortunate, the only saving grace is there’s six witnesses to it,” said Fiore, a supporter of the Bundy family who called the federal Bureau of Land Management, one of the targets of the protesters' ire, a “bureaucratic agency of terrorism.”
    “My perspective is our government has acted lawless and we have got to stop," she said.
    In a statement on the arrests, authorities said that shots were fired during the incident on U.S. 395. The injured person, whom Fiore identified as Ryan Bundy, was was hospitalized with non-life-threatening injuries, the statement said.
    The highway incident began at 4:25 p.m. when authorities from the FBI and Oregon State Police "began a law enforcement action" to take into custody those associated with the armed occupation of the refuge, officials said in a statement.
    The person who died was not identified, and no information was given on the cause of death. Officials said the slain suspect "was a subject of a federal probable cause arrest."
    Police said they made a separate arrest of another man, Joseph O'Shaughnessy, of Cottonwood, Ariz., who was taken into custody in the town of Burns, Ore., near the occupied wildlife refuge.
    About two hours after the initial confrontation, authorities also arrested Internet radio host Pete Santilli, a supporter of the occupation who has documented the case on his program and via live stream since it began.

    What began as a small, peaceful rally in Oregon has become an armed occupation of a wildlife refuge by protesters asserting rights on federal lands.




    An eighth suspect, Jon Eric Ritzheimer, 32, was arrested in Peoria, Ariz. at about 8:30 p.m. on a federal charge related to the occupation, the FBI said.
    Ritzheimer, an anti-government activist who has organized armed anti-Muslim rallies in Phoenix, turned himself to the Peoria police department and was taken into custody without incident, officials said.
    RAll of those taken into custody, including Santilli and Ritzheimer, face a federal felony charge of conspiracy to impede federal officers through the use of force, intimidation or threats, authorities said.
    Leaders of the group have been largely holed up at the wildlife refuge outside Burns since Jan. 2, protesting the federal sentencing of a local rancher and the government's administration of public lands.
    They had been expected to appear at a community meeting Tuesday night in the city of John Day, but never arrived.

    In addition to Bundy, a resident of Emmett, Idaho, those arrested included his brother, Ryan Bundy, 43, of Bunkerville, Nev.; Brian Cavalier, 44, also of Bunkerville; Shawna Cox, 59, Kanab, Utah; and Ryan Waylen Payne, 32, of Anaconda, Mont.
    “Isn’t this a wonderful country we live in?" Nevada rancher Cliven Bundy, father of Ammon and Ryan, said sarcastically when the Los Angeles Times informed him about the arrests and the death.
    "We believe that those federal people shouldn’t even be there in that state, and be in that county and have anything to do with this issue. ... I have some sons and other people there trying to protect our rights and liberties and freedoms, and now we’ve got one killed, and all I can say is, he’s sacrificed for a good purpose,” Bundy said.
    Ammon Bundy and a group of about 15 other men took over the wildlife refuge after a march in support of a pair of Oregon ranchers, Dwight and Steve Hammond, who had been sentenced to prison for setting fires on federal land.
    Armed standoff in Oregon endures, with more questions than answers

    The protesters have issued a muddled set of demands for ending the occupation. They demanded freedom for the imprisoned Hammonds and asked that federal land be returned from the U.S. government to local landowners, the county and the town of Burns.
    They made it clear they were willing to resort to violence if the federal government moved against them, but also said they did not want such a confrontation.
    Firearms were a constant presence at the wildlife refuge. Men walked around casually with assault rifles slung over their shoulders or with handguns holstered on their hips. One day a reporter saw a man, dressed in military clothing with a patch that read “MILITIA,” cleaning an antique Russian rifle.
    When asked on Jan. 15 about all the weaponry, Ammon Bundy replied, “That's ridiculous that you would connect walking around with arms to violence. That's what keeps it peaceful.”
    Through it all, the protesters won support from around the country, and also among some local residents. But they also angered many. Around Burns, signs popped up declaring: “Bundy militia go home” and “No Bundy caliphate.”
    The occupiers repeatedly said they were protesting on behalf of their fellow citizens.
    "We're trying to accomplish the task of restoring rights to the people who have lost them or surrendered them," Ryan Bundy said earlier this month.
    "We don't want it to end with violence. We're not looking for bloodshed," he said in an interview with the Los Angeles Times.
    "We can enforce the Constitution in Harney County, and that's what we intend to do," Ammon Bundy told reporters one day. "We have a lot of plans."
