Is Barack Obama Covertly Implementing Constitutional Amendment 1-A?

It looks like the Obama administration just couldn't get the 1st Amendment to the Constitution overturned, so it is possible that the President has covertly enacted Constitutional Amendment 1-A? Oh no, he didn't request Congressional and/or approval by 2/3 of the states. Like so many of his other actions, he could have just done it with "his phone and his pen."

Had he felt it necessary to write it down, it might have gone something like this:
"In the event that a non-compliant Congress won't make a law respecting the establishment of an alien religion; or abridging the freedom of speech, then the President shall do so by whatever means necessary."
Although unwritten, so far, we have already seen the exercise of Amendment 1-A through the use of Executive Orders, and Regulatory Decrees. But unless you are a returning veteran, this one might have escaped your attention:
There currently exists such a thing as a Department of Homeland Security (DHS) directive called "Operation Vigilant Eagle," aimed at scrutinizing the behavior of veterans as a means of weeding out political dissent. The program claims to be trying to help veterans who are "disgruntled, disillusioned or suffering from the psychological effects of war."
Perhaps the most troubling of these newly coined psychological effects of war is "Oppositional Defiance Disorder." Symptoms include the questioning of authority, the refusal to follow directions, stubbornness, the unwillingness to go along with the crowd, and the practice of disobeying or ignoring orders. Persons may also receive such a label if they are considered free thinkers, nonconformists, or individuals who are suspicious of a large, centralized government.
Some critics view the process of declaring such persons emotionally unfit as a major step toward designating all so-called "right wing extremists" as mentally ill. And as you know, "right wing extremist" is the Administration's name for "Republican," or "Conservative."
The Department of Homeland Security even published a study entitled "Rightwing Extremism: Current Economic and Political Climate Fueling Resurgence in Radicalization and Recruitment." First in its list of "Key Findings" is: "The DHS/Office of Intelligence and Analysis (I&A) has no specific information that domestic rightwing terrorists are currently planning acts of violence, but . . . the election of the first African-American president. . . could lead to the potential emergence of terrorist groups or lone wolf extremists capable of carrying out violent attacks."
"So what?" you might say. Well, in 2012 Brandon Raub, a decorated Marine, was arrested and forcefully admitted to a mental health institution. He was accused of creating Facebook posts that were at-odds with the Obama Administration's political agenda. He was diagnosed as having this "Oppositional Defiance Disorder," now being used to brand anyone who disagrees with the way government is being run as being insane. Raub is now suing the federal government for the apparent civil rights violation. (And good luck with that one!)

There are additional accounts, one of which is of an Army combat veteran (and Christian) in Ohio whose home was raided for the same reasons Brandon Raub was arrested. There were no criminal charges this time, no suspicions of criminal activity, and he was not arrested. But his firearms were confiscated, and he was given notice to appear before a judge for "an evaluation of mental competency."
The report says this veteran is a Purple Heart recipient, no criminal background, no issues with prior VA psychological evaluations. But he did have a registered firearm. Fortunately he has a good job, is financial responsible, and able to come up with the $2,500 retainer to enable him to hire a lawyer who will be filing civil rights motions.
So how did they know this veteran might have a weapon in his possession? Here is one such technique the Washington V. A. office is using to trap the unsuspecting:
"Dear Veteran,

The Delaware and Southern New Jersey Healthcare System is extending the opportunity to request free gun locks to the Veterans we serve. Please indicate how many you would like on the enclosed form, include your name and address, and return the form in the envelope provided. We are providing this opportunity because, as your partner in health care, we are committed to keeping you and your family safe."
Sure they are. And I am sure I don't have to remind you of other periods in the world's history when tyrannical control was initiated in just such a manner. In fact, I believe it was even mentioned in George Orwell's prophetic book "1984," whose evils were surpassed a long time ago.
