    The article above says there were 2 drivers.
    The one behind the wheel had driven from El Paso and was going to be replaced when they reached Phoenix.

    Exactly my point! Driver #1 would only have a maximum of 6 hours sleep after driving the 11 hours from Zacatacas to El Paso. It's not legal no matter how you juggle the hours.

    U.S. laws do not cover their driving time in Mexico. So for the U.S. drive time the Mexico time doesn't count. The U.S. can't regulate what goes on in Mexico.

    Went and checked. From the FAQ's at the Federal Motor Carrier Safety Admin-


    Must a driver from Mexico have a record of duty status available for inspection when operating in the United States?
    A driver from Mexico is subject to the same record of duty status requirements as any other driver operating in the United States. If they are operating within a 100-air mile radius of their home terminal, they may take advantage of the 100-air mile radius exemption in 49 CFR 395.1(e). However, if they are operating beyond a 100-air mile radius or do not meet the requirements of the previously mentioned exemption, then they must have a record of duty status current on the day of inspection.

    Yes. They must have a log book in the U.S. to show their driving time in the U.S. Their time in Mexico doesn't have to be shown on a U.S. log book when they enter the country. Unless it has changed since I retired a couple of years ago. End of conversation, it's not worth arguing about.
