    Calif. controller says he will halt lawmakers' pay

    SACRAMENTO, Calif. — State Controller John Chiang (CHUNG) says he will withhold lawmakers' pay starting June 16 if they have not passed a balanced budget by then.

    Chiang made the announcement Thursday in response to questions about Proposition 25, approved by voters last November.

    The initiative lowered the legislative vote requirement to pass a budget from two-thirds to a simple majority, but also said lawmakers would forfeit their salary and per diems until they send a budget to the governor. June 15 is their constitutional deadline to do so.

    Chiang says his analysis of the law is that the budget the Legislature passes must be balanced. He says the early budget bills lawmakers approved in March don't meet the test.

    Chiang also says any lost pay will not be made up retroactively.
