    Five DUI drivers arrested in Escondido

    By: North County Times
    December 30, 2006

    ESCONDIDO ---- Escondido police arrested five motorists on suspicion of driving while intoxicated Friday during a roving sweep, authorities said.

    City police, with assistance from San Diego police, patrolled Escondido from 7 p.m. Friday to 1 a.m. Saturday looking for motorists under the influence of alcohol or drugs, Lt. Mike Loarie said.

    Police arrested another person for a misdemeanor arrest warrant and impounded 15 vehicles whose drivers were without a valid license, he said. Officers also cited 31 motorists for various violations, Loarie said.

    The program was funded by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

Method: A sample of 459 primarily Mexican Americans and 490 whites were randomly selected from records supplied by the California Department of Motor Vehicles (DMV) on over 16,000 DUI offenders in the county during a 3-year period. DMV data on DUI convictions in the 1- and 5-year period preceding the identifying DUI offense and the year following the identifying offense (the recidivism conviction) were analyzed. Results: Rates of recidivism were significantly lower for Mexican Americans (5%) compared to whites (11%) who were arrested for DUI but not convicted, but higher for those convicted (12% vs. 5%). While conviction status of the identifying DUI offense was not predictive of recidivism among Mexican Americans, a DUI conviction in the preceding year was significantly predictive. Among white arrestees, receiving a conviction was significantly, and negatively, predictive of recidivism, but among those who were convicted, a previous DUI conviction in the last year was predictive of recidivism. Referral to a DUI treatment program was not a significant predictor of recidivism among those convicted in either ethnic group. Conclusions: The data suggest that conviction for a DUI may not play the same role in the likelihood of subsequent DUI convictions for Mexican Americans as for whites, and this difference may need to be considered in DU I treatment programs. Additional research on ethnic differences in DUI offenses and recidivism over longer periods of follow-up is needed to determine ethnic-specific intervention and prevention strategies for DUI."

Prieto admitted to drinking five beers before the crash. He is charged with three counts of vehicular homicide. This is Prieto's third DUI offense, according to charging documents. Immigration officials believe Prieto is also in the country illegally. "

Since they never read the DMV drivers' handbook in Spanish or English, maybe they just don't know that it is also illegal to drink and drive.     One arrested, 40 cited in Escondido checkpoint

    ESCONDIDO -- Escondido police arrested one driver and cited 40 others Wednesday morning at a driver's license checkpoint on Bear Valley Parkway near Kit Carson Park, authorities said.

    Of the 1,889 drivers to pass through the checkpoint from 9 to 11 a.m., 1,240 were asked to show their licenses -- the others were waived because of traffic backup -- and 56 were directed to a secondary inspection, Lt. Tom Albergo said.

    Police cited 31 drivers for not having licenses and four for driving with a suspended license, Albergo said. Twenty-three of those drivers were also cited for not having insurance.


    Police also arrested one person for an outstanding misdemeanor warrant and impounded 35 vehicles, he said.

Almost everyone I know who's been hit in Escondido was hit by an illegal with no insurance who has no business driving in the first place. I hope the impounded vehicles can be sold to help pay for more cops as well as for raises for existing members of the force. I'd also like to see some cooperative effort with the border patrol and have any illegals deported. If I had been caught for doing the same thing in Mexico I'd probably be in jail right now. In a city of 145,000 - it's incredible you bloggers are so excited about the "great job" - 35 cars impounded - wow - what an impact. P.S. Yes, I am a licensed, insured, legal US born resident. Even if the suspects are not outright identified as Illegal Aliens, you can always find the buzzwords. Look for 1) cited for not having a driver's license, 2) required an interpreter in court, 3) all testimonials from family members require a translator, 4) just wanted a better life, 5) hard working, 6) fled to Mexico to avoid prosecution, and 7) had no insurance or registration.
