    New York-based High Street Capital has changed its name to Acreage Holdings and has pivoted from passive cannabis investing to a company that actively owns and manages medical marijuana facilities. The company plans on pursuing an initial public offering.
    It’s one of the few multi-state cannabis companies that many have never heard of. It was founded in 2014 by Kevin Murphy and was one of the first platforms to invest systematically in the cannabis space.

    John Boehner, if you recall, is the former GOP House speaker who was opposed to cannabis legalization until five minutes ago, when he apparently realized that he could profit from it.

    Boehner, who resigned from the House in 2015, will be joining the advisory board of New York-based Acreage Holdings (formerly known as High Street Capital Partners), a company that started out as an investment firm in the cannabis biz before pivoting, last year, into cultivating and selling weed itself. Acreage now has operations in 11 states, including in Oregon, where they run five dispensaries.

    Boehner will be joined by former Massachusetts governor Bill Weld, who is also joining the Acreage board. In a joint statement, they said, "Over the past 20 years a growing number of states have experimented with their right to offer cannabis programs under the protection of the 10th amendment. During that period, those rights have lived somewhat in a state of conflict with federal policy. Also, during this period, the public perception of cannabis has dramatically shifted, with 94% of Americans currently in favor of some type of access, a shift driven by increased awareness of marijuana’s many medical applications."

    Looking forward to next year, when newly retired Jeff Sessions announces he's joined the board of Uncle Ike's.

    For Republican House Speaker John Boehner announced a surprising shift in focus after his thinking on the application of cannabis has “evolved.”

    Now, Boehner will be using his years of experience in the legislative process to make it easier to conduct research on the efficacy of weed’s active ingredients for medical purposes. Aside from helping veteran, Boehner believes that research into the wacky tobaccy will help veterans and help to stem the tide of the opioid epidemic. And there’s a good chance he’s got the right idea.

    John Boehner

    Boehner, as a Republican from Ohio was the House Minority Leader from 2007-2011 after a brief stint as Majority Leader starting in 2006. Then, he moved on to be the Speaker of the House of Representatives from 2011 to 2015 before being succeeded by Paul Ryan.

    Boehner grew up playing high school football, and was dishonorably discharged from the US Navy for a bad back after enlisting during the Vietnam War.

    “While the Tenth Amendment has allowed much to occur at the state level, there are still many negative implications of the Federal policy to schedule cannabis as a Class 1 drug: most notably the lack of research, the ambiguity around financial services and the refusal of the VA to offer it as an alternative to the harmful opioids that are ravishing our communities.”

    As mentioned above, states are empowered to make their own laws governing weed.

    “The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.”

    Class 1 Drug


    A class 1 (or schedule 1) drug is defined by the DEA as drugs with “no currently accepted medical use and a high potential for abuse.” Examples of this class of drug are listed as:

    • Heroin
    • LSD
    • Pot
    • Ecstasy
    • Peyote


    Acreage Holdings wants weed to be removed from this classification because they believe that more scientific testing must be permitted to be carried out to find value. Right now, experimenting on the uses of weed fall to other countries. For example, starting in July, weed will be legal for Canadians to purchase and use recreationally, and it will open up the market there for scientists looking to study the drug. But there is a difference: the Canadian government is admitting that it’s for recreation, not for medicine.

    Is Medical Pot All That?

    Recently, the Journal of the American Medical Association announced that there is only “moderate-quality evidence” that supports any benefits of medical weed, and only for a limited number of conditions. The report states that most weed studies are of “lesser quality” and are more likely to contain bias.


    Welfare and Drug Testing for Work


    This week, Donald Trump signed a new executive order asking several departments to return a report in the next 90 days asking for ways that they can address welfare abuse issues and shore up the work requirements for people receiving benefits. With the emergence of medical weed and loosened drug laws, this will likely be addressed when Trump authorizes an update on how welfare and SNAP benefits are allotted.

    Last month we reported that with the passing of more laws to legalize weed, some companies have phased out drug testing. But other companies, ones that manufacture products or otherwise need to make sure they have an alert workforce because of the level of danger are having trouble filling thousands of positions because they say the opioid crisis means many applicants are turned down due to painkillers in their system.

    Somebody has got their facts confused because you don't get "dishonorably discharged" from the military for a bad back. For a bad back you receive an administrative or medical discharge. Well, we always knew crybaby Boehner was spineless, now we know the rest of the story.

    Boehner attended Cincinnati's Moeller High School and was a linebacker on the school's football team, where he was coached by future Notre Dame coach Gerry Faust.[19] Graduating from Moeller in 1968, when United States involvement in the Vietnam War was at its peak, Boehner enlisted in the United States Navy but was honorably discharged after eight weeks because of a bad back.[20] He earned his B.A. in business administration from Xavier University in 1977, becoming the first person in his family to attend college, taking seven years as he held several jobs to pay for his education.[9]

    Medical pot producer Aphria earns $12.9 million, boosted by sale of Liberty Health Sciences shares

    Aphria’s stock rose 7.37 per cent to $12.24 on the Toronto Stock Exchange in Monday trading.

    Shares of licensed medical marijuana producer Aphria Inc. rose nearly nine per cent on Monday on better than expected quarterly results and after news of a changing political tone on cannabis south of the border.

    Aphria reported a $12.9-million profit in its latest quarter, boosted by the sale of some of its shares in U.S. company Liberty Health Sciences.


    The Leamington, Ont.-based producer’s stock rose 7.37 per cent to $12.24 on the Toronto Stock Exchange in trading Monday.

    Aphria’s chief executive Vic Neufeld said Monday the company is “very excited” about political developments south of the border, where cannabis is illegal under U.S. federal law, including U.S. President Donald Trump’s commitment last week to support congressional efforts to protect states that have legalized cannabis.


    Neufeld said Liberty Health Sciences, which has interests in states where pot is legal and in which Aphria has a 28-per-cent stake, has been “given a stamp of validation by key political leaders.”

    “We are very excited that this has happened,” he told analysts discussing its latest quarterly results. “We were very confident it would ... Liberty was just ahead of the curve.”


    Aphria moved to reduce its stake in Liberty earlier this year after Canada’s biggest exchange operator warned in October that U.S. federal law takes precedence over state laws, and cannabis firms with cross-border activities may face delisting. In January, U.S. Attorney General Jeff Sessions rescinded an Obama-era memo that suggested that the federal government would not intervene in states where cannabis is legal, and said he was leaving it to federal prosecutors in those states to decide how aggressively to enforce federal law.


    Aphria sold 26.7 million Liberty shares at a price of $1.25 per share, representing all its shares in the company that are not subject to Canadian Securities Exchange escrow requirements and maintained a 28.1 per cent after the transaction.


    But on Friday, Colorado Senator Cory Gardner said he received a commitment from Trump that the memo’s rescission would not impact Colorado’s legal marijuana industry.


    While Neufeld viewed this as positive, he told analysts Monday he did not expect the TMX Group, which operates the Toronto Stock Exchange and the Venture exchange, to change its stance soon.


    Aphria does not anticipate “enough advancement” between now and late July, when the licensed producer is due to reduce its stake in Liberty Health Sciences further to 20 per cent, said Neufeld.


    “This is just another advancement of eventually getting to the position of where medical cannabis moves to Schedule 2,” he told analysts. “That journey is still a long way off.”


    Meanwhile, Aphria reported quarterly revenues that more than doubled to $10.3 million, compared with a year ago, and an improvement in its all-in costs of sales of dried cannabis per gram to $1.56, down from $2.13 in the same quarter of 2017.


    The company said the its latest quarterly profit amounted to eight cents per share for the quarter ended Feb. 28 compared with a profit of nearly $5 million or four cents per share a year ago when it had fewer shares outstanding.
