    This is a big problem in America

    This is going on all over America and as the taxes increase the jobs lessen, the problem of un-safe rentals will rise.

    My block has two family houses but more than half of em now have apartments in the basements which is against the law but it is just overlooked. Hell the Illegal apartments even have separate electric meters.
