Unfortunately, the plaintiff misses the fact that forcing electronic payments is blatantly discriminatory, and mostly affects the poor and elderly.
Government entities which require electronic payment for public services and things such as parking meters, camping ground facilities, toll roads, etc., blatantly discriminate against American citizens who may not qualify, or cannot afford electronic payment systems, or simply object to sharing personal information concerning their spending habits.
