    What the President Said about ISIS, and What I Heard

    It seems particularly appropriate, on this 13th anniversary of the 9/11 attacks, to ponder anew what counterterrorism steps are prudent and effective, and what measures are reckless and counterproductive.
    With this in mind, I was moderately inclined to go along with President Obama’s plan to attack the Islamic State in Iraq and Syria (ISIS), provided that he defined a limited and achievable set of goals, and therefore established limits on the size and scope of the U.S. military mission.
    But when the president says this:
    “We will hunt down terrorists who threaten our country, wherever they are.”
    I hear this:
    “All that we have to do is to send two mujahedeen to the furthest point east to raise a piece of cloth on which is written al Qaeda, in order to make generals race there to cause America to suffer human, economic and political losses without their achieving anything of note…”
    Though they didn’t race there, a team of U.S. special forces eventually made their way to Pakistan and pumped a couple of bullets into bin Laden, so he’s not making these videos any more. That seems worthy. If we can repeat these sorts of operations elsewhere, and shut up a few more loudmouths, we should.
    But the larger point stands. We shouldn’t terrorize ourselves. We shouldn’t exaggerate the threat posed by terrorism. And we shouldn’t react in ways that feed the terrorists’ narrative, or serve the terrorists’ goals.

    The Senate’s top Pentagon appropriator told reporters Thursday he will be probing the Obama administration about legal authorities for the fight against Islamic State extremists, including in Syria.
    “I have a lot of questions to ask about how they’re both interpreting the vote on the invasion of Iraq and the [authorization of use of military force] with Afghanistan,” Majority Whip Richard J. Durbin, D-Ill., said after a news conference where Senate Democratic leaders called for Congress to unite behind President Barack Obama as the nation confronts ISIS.
    “This is a time … for Americans to close ranks and engage our adversaries as one united nation,” Senate Majority Leader Harry Reid, D-Nev., said.
    Administration officials will brief the Senate in a classified setting Thursday afternoon, where senators are expected to ask many questions about the president’s strategy, which he outlined in a televised speech to the nation Wednesday night.
    Durbin, who is chairman of the Defense Appropriations subcommittee, also called on Congress to vote to provide the president with the ability to train and equip vetted Syrian rebels to fight ISIS, known as Title 10 authority, which Obama has requested.
    “I think that Congress should definitely vote on the Title X aspect of this, and as for the other part of it, I’m waiting to get more information on the legal, constitutional questions,” Durbin said.
    But it’s unclear if the House will include the Title 10 provision in the catch-all funding bill Congress must pass before adjourning to keep the government operating, or if Congress will pass it separately as a stand-alone bill. Some Republicans have suggested it would be a greater show of support for the president as a separate bill.
    Reid said how the Title 10 provision is handled will be up to the House, which will consider the continuing resolution before the Senate. Reid added that he’s been in contact with Speaker John A. Boehner, R-Ohio, on the issue.
    “That is a decision the House is going to have to make,” Reid said. “As I have indicated … we will wait for what the House is going to do. I have spoken to the speaker … we had a nice visit yesterday and he is moving towards trying to bring everybody together and I appreciate what he’s trying to do.”
    House Appropriations Chairman Harold Rogers, R-Ky., said he “thinks” Title 10 authorization will likely be attached to the continuing resolution. A path being discussed, he said, would be for the stopgap to be brought up as is and then for Title 10 language to be added as an amendment on the floor, allowing for a separate vote on the issue.
    Nevertheless, Reid said he was relatively confident both the Title 10 authority provision and the temporary spending package would pass the Congress before the end next week.
    Durbin recommended the provision be included in the continuing resolution and argued a vote for a stop-gap spending bill including Title 10 authority would still clearly be a vote in favor of Obama’s foreign policy plan.
    “People know what they’re voting on here. I do,” Durbin said. “If I want to make the argument, ‘Oh, it was stuck in the back of the bill, and I never got to that page,’ try to explain that back home. Folks will remember how you voted on that issue, and some will decide to vote no. That’s their decision.”
    In a statement issued earlier Thursday, the Senate Appropriations chairwoman said there wouldn’t be any uncontrolled war spending.
    “America needs to build a strong international coalition response to defeat ISIS using military, intelligence, financial and political means. Europe, the Arab States and other allies and partners must step up on all fronts,” Sen. Barbara A. Mikulski, D-Md., said. “Defeating ISIS will take time, but we cannot have an open-ended conflict. We must avoid the mistakes made following 9/11. There can be no blank checks and no proposals without real strategies connected to them.”
    During the news conference, Durbin said it was too early to speculate whether the White House would need more funding to bring its ISIS plan to fruition.
    “I think it’s just too soon to be speculating about the cost of this effort,” Durbin said.
    Reid also urged caution. He sought to tamp down speculation, adding that this is the beginning of a journey that must be taken with sober deliberation. He also didn’t rule out a vote on a new authorization of military force; Senate Foreign Relations Chairman Robert Menendez, D-N.J., said he plans to draw one up following hearings.
    “We are at the beginning of a little trek that is going to be taken and we have to get it right,” Reid said. “We have to be deliberate in what we do.”

    (TPNN) – Most if not all in the Tea Party movement know that only Congress can constitutionally “declare war.” It’s simply and specifically spelled out without any ambiguity in Article I, Section 8 of the U.S. Constitution.

    Almost immediately following the Obama ISIS speech, Congressman Justin Amash, fresh off an overwhelming victory over a GOP establishment-backed opponent, took to his popular Facebook page to remind Americans that neither Obama, nor any other president, has the authority to declare war, especially not a prolonged one.

    Rep. Amash, who gave an epic victory speech that deconstructed the crony capitalist-funded GOP establishment following his primary victory last month, claimed that Obama leaked to news outlets that the war against ISIS would last at least three years, after Obama has left office.

    Congressman Amash, who represents Michigan’s 3rd congressional district, listed several additional questions following Obama’s ISIS, or as Obama refers to them as “ISIL.”
    When our government orders our young men and women into harm’s way, our leaders have a duty to define the mission, set a plausible strategy, and explain why the risk of our children’s lives and our citizens’ resources is justified. President Obama has failed to fulfill those obligations.

    The president boldly claimed, contrary to the Constitution, that he alone can order our Armed Forces into a protracted war. And he left unanswered the basic questions responsible Americans and their representatives must ask before going to war.

    Whom, specifically, will the mission target and what, specifically, is the threat to our homeland?

    For how long do we expect to put our young people’s lives at risk? The administration leaked to newspapers Wednesday morning that Americans must prepare for at least a three-year war, long after the president has left office. In his address, the president did not limit his proposed war to even that time frame.

    Who are our partners and what resources will they commit? Will the president stop our military involvement at air strikes regardless of how our allies are faring?

    Which rebel groups does the president intend to arm in Syria and Iraq? How do we know that those weapons won’t be turned against us and our allies?

    When will we have accomplished our objectives? After we’ve successfully occupied northern Iraq and installed a more functional government? After the United States has done the same in Syria? Does this disregard the lessons we should have learned from the president’s war in Libya or the previous war in Iraq?

    Before risking our young people’s lives, the president must analyze the serious actions he proposes our country take. He must engage the public in a frank assessment of the objectives and grave risks. The Constitution and the American people demand it.

    President Obama says there will be no safe haven ANYWHERE for TERRORISTS who THREATEN America. In a speech to the nation on primetime TV, the President outlines a plan to fight against Islamic State extremists into Syria, a new frontier. For the first time, Obama authorized airstrikes INSIDE that country, as well as expanded strikes in Iraq. The Commander in Chief is also sending 475 MORE American soldiers into Iraq. He says they will advise and assist Iraqi forces, as well as conduct intelligence and reconnaissance flights. He’s also urging Congress to move to arm and train Syrian rebels fighting both ISIS and Syrian president Bashar al Assad.

    After his arrest, Brown said his motive was revenge for U.S. actions in the Middle East. This led to New York-area radio host Todd Pettengill sounding off on what he sees as an act of domestic terrorism.
    “If there was ever a reason to riot in the streets in the name of humanity, it would be for this case. But has that happened? No, and I’m not suggesting that it should. ...This should be talked about and written about and the American people should know. Why's Eric Holder not visiting the Tevlin family? Why is the president not going to mention Brendan Tevlin tonight?” Pettengill said Wednesday on WPLJ’s “The Todd Show.”
    Martha MacCallum, who has highlighted the Tevlin case on America's Newsroom, spoke to Pettengill about what he thinks should happen as a result of Tevlin’s death.
    Pettengill said he may not have heard about this story if his daughter hadn’t been friends with the Tevlin family.
    “Where is the outrage for a young man, 19 years old, who was killed because he was an American? That's it. There's no two sides to this story,” he lamented.
    MacCallum said initially, people wrongly assumed that Tevlin was killed buying drugs, but it turned out there was no drug-related element to the crime.
    "Now we know that he was targeted because he was a white man alone in his car," she noted.
    MacCallum pointed out that Brown is the suspect in three other targeted killings. She noted that it looks like a case of “serial terrorism.”
    Pettengill said he reached out to the family to make sure they were OK that he speak on his show about his outrage over the killing.
    "This kid was murdered because he was an American and that's where the story should begin. That's where the discussion should take place. Because domestic terrorism is here. It happened in New Jersey," said Pettengill.
    Pettengill asked people to call attention to the murder on social media using #BrendanTevlin and visit the Facebook page dedicated to Tevlin's memory.

    The man accused of gunning down a Livingston teenager in his car earlier this summer told investigators the murder was an act of retribution for U.S. military action against Muslims in the Middle East.
    According to court documents filed Wednesday in Washington state, where he is accused of killing three other men, Ali Muhammad Brown said he considered it his mission to murder 19-year-old Brendan Tevlin as an act of “vengeance” for innocent lives lost in Iraq, Afghanistan, Syria and Iran.
    “All these lives are taken every single day by America, by this government. So a life for a life,” he told detectives, according to the documents.
    Brown, 29, also confessed to killing the other men, all of whom, like Tevlin, were shot multiple times in isolated areas late at night. He described the murder as a “just kill” – carried out against an adult male who was not in the company of any women, children or elderly persons, court papers said.
    Prosecutors say Brown is a devout Muslim who had become angered by U.S. military intervention in the Islamic world, which he referred to as “evil.” He also referred to drug use as inherently evil.
    “During the interview Brown also stated that, as part of his beliefs, if a ‘man sees evil then he must take action against that evil’,” according to court papers.

    The United States is at war with the Islamic State of Iraq and Syria (ISIS or ISIL), the White House and Pentagon said Friday, a day after Secretary of State John Kerry repeatedly declined to use that phrase.

    “In the same way that we are at war with Al Qaeda and its affiliates around the globe, we are at war with ISIL,” White House press secretary Josh Earnest told reporters at the White House.

    Pentagon spokesman John Kirby echoed that sentiment, telling reporters that while the effort was "not the Iraq war," they should "make no mistake, we know we are at war with ISIL."

    Earnest said that it was important to distinguish that this was "different than the strategies previously pursued in Iraq" and that by "we," he meant a "broader international coalition" that was fighting the terrorist organization. Earnest also said that the strategy for handling ISIS was "consistent with the counterterrorism strategy we've pursued in cases all around the world.""This president, as is expected of American presidents, is stepping up to lead an international coalition to confront that threat and to deny ISIL a safe haven. And ultimately, this international coalition will be responsible for degrading and destroying ISIL," he said.

    In a series of interviews on Thursday, Secretary of State John Kerry repeatedly rejected characterizations of the U.S. efforts against ISIS as war.

    Kerry said the administration's plan to combat ISIS includes "many different things that one doesn't think of normally in context of war" during an interview with CNN.

    "What we are doing is engaging in a very significant counterterrorism operation," Kerry continued. "It's going to go on for some period of time. If somebody wants to think about it as being a war with ISIL, they can do so, but the fact is it's a major counterterrorism operation that will have many different moving parts."

    In a separate interview with CBS News, Kerry also rejected the word "war" to describe the U.S. effort and encouraged the public not to "get into war fever" over the conflict.

    "We're engaged in a major counterterrorism operation, and it's going to be a long-term counterterrorism operation. I think war is the wrong terminology and analogy but the fact is that we are engaged in a very significant global effort to curb terrorist activity," Kerry told the network.
    "I don't think people need to get into war fever on this. I think they have to view it as a heightened level of counter terrorist activity ... but it's not dissimilar similar to what we've been doing the last few years with al Qaeda in Afghanistan and Pakistan and in Yemen and elsewhere," Kerry said.
