"Also, a nonresident of the US who has resided in NC for a 12- month qualifying period and has filed an immigrant petition with the US Immigration and Naturalization Service shall be considered a State resident for community college tuition purposes."

(Are they trying to fool us into illegals being allowed into the community colleges via filing an immigrant petition?)

Yes, but this bill should be dead for the year as it was never voted on in committee prior to the crossover deadline.

However, we must remain on guard because sometimes the Democrat leadership in Raleigh will take a provision like this and suddenly stick it into the budget bill or something like that.
