We’ve known for years that the U.S. Military has been preparing for civil unrest and riot response within the continental United States. Likewise, the Pentagon, Department of Homeland Security and various other government alphabet agencies have been actively preparing for how to handle natural and man-made crises that include everything from large scale economic collapse to war and asteroid strikes.
As a part of the national security apparatus’ continuity of government and emergency response plans it has been theorized for years that any emergency or event of national significance would be met with Presidentially decreed martial law which would call for the deployment of the National Guard and other armed forces assets on the streets of America. Up until recently these ideas have floated in the realm of conspiracy theory. The notion that the U.S. military would patrol American streets, or that the Federal Emergency Management Agency has established scores of refugee relocation facilities capable of housing tens of thousands of inmates, or that Americans could be detained without charge or trial indefinitely, has for some time been reserved for those on the fringe – the tin foil wearing lunatics who spend their free time dissecting covert government activities and mainstream media propaganda.
“Put on your tin foil hat,” has been the general response from the broader American public when faced with the idea that we are progressively moving in the direction of a police state, and that the US government, despite Constitutional protections, can do anything they want, at any time, and to anybody.
It turns out that the tin foilers of the world have slowly, but surely, been piecing together a puzzle over the last decade that seems to be near completion.
Now, a leaked U.S. Army document outlining the processes and procedures for Internment and Resettlement Operations indicates that not only are the now infamous FEMA detainment and refugee relocation camps real, but that government, military and private sector organizations are actively taking steps to deal with mass incarcerations when they happen:
A leaked U.S. Army document prepared for the Department of Defense contains shocking plans for “political activists” to be pacified by “PSYOP officers” into developing an “appreciation of U.S. policies” while detained in prison camps inside the United States.
The document, entitled FM 3-39.40 Internment and Resettlement Operations (PDF) was originally released on a restricted basis to the DoD in February 2010, but has now been leaked online.
The manual outlines policies for processing detainees into internment camps both globally and inside the United States. International agencies like the UN and the Red Cross are named as partners in addition to domestic federal agencies including the Department of Homeland Security and FEMA.
The document makes it clear that the policies apply “within U.S. territory” and involve, “DOD support to U.S. civil authorities for domestic emergencies, and for designated law enforcement and other activities,” including “man-made disasters, accidents, terrorist attacks and incidents in the U.S. and its territories.”
The manual states, “These operations may be performed as domestic civil support operations,” and adds that “The authority to approve resettlement such operations within U.S. territories,” would require a “special exception” to The Posse Comitatus Act, which can be obtained via “the President invoking his executive authority.” The document also makes reference to identifying detainees using their “social security number.”
Aside from enemy combatants and other classifications of detainees, the manual includes the designation of “civilian internees,” in other words citizens who are detained for, “security reasons, for protection, or because he or she committed an offense against the detaining power.”

Though often rejected as completely ridiculous, the existence of FEMA camps becomes undeniable in light of this latest training manual from the U.S. military. If the military is actively training personnel to respond to riots, to detain and arrest individuals en masse, and to manage the incarceration of these individuals, then it stands to reason that they must already have established detainment zones – aka FEMA Camps.
Jesse Ventura and Alex Jones have detailed the existence of these camps, and all of the existing evidence – the thousands of pages of ‘laws’ and regulations that have become available since the advent of the internet – are indicative of a government preparing for a complete and total lock down of this nation.

We’re seeing it on a micro-scale in the city of Chicago for the upcoming May 20 NATO summit, where officials have literally locked down the entire city, set up security red zones, reserved a large amount of space outside of the city for the detainment of protesters, and deployed heavily armed military and law enforcement personnel.
As was opined recently, the control grid is being put into place for what they know is coming. They can listen to and read any phone call we make, any text message we send, or any email we share. They can criminally charge us for assembling peaceably to protest. They can detain us indefinitely without charge. They can seize our food, our land and our very labor by a single order from the President.

The topic of civilian internment camps in the United States has been largely dismissed as a paranoid “conspiracy theory” by the mainstream media. Recent legislation and newly uncovered government documents, however, reveal the sad truth: The United States is quickly descending into a full-blown authoritarian police state.
NDAA 2012: Patriot Act Part Two
On December 31, 2011, while the majority of Americans were busy watching balls drop and drinking themselves into oblivion, President Obama quietly signed into law the National Defense Authorization Act for Fiscal Year 2012. This unprecedented legislation effectively codified the executive branch’s authority to indefinitely detain American citizens without trial, stripping them of their Constitutional right to due process and habeas corpus.
Under this legislation, if you are simply “suspected” of providing support to a group the government classifies as a terrorist organization—or an affiliate or associated force of said organization—you can be rounded up and detained until the end of the “War on Terror”—a war, according to policy makers, that has no end.
Over the course of this endless and prefabricated war, the government’s definition of “terrorist” has roup of dubious power initially funded and supported by the CIA and the Pakistani ISI, to such “domestic terrorists” as Occupy Wall Street protestors, pro-life advocates and Ron Paul supporters. When the FBI set-up a band of dimwitted “anarchist” patsies to plant a fake bomb on a bridge, it became blatantly clear who the government now sees as the true enemy of the state. This has been the FBI’s modus operandi for quite some timThe default argument against the existence of internment camps designed for Americans has always been that the United States government would never put its own citizens in prison camps–couldn’t happen. It’s unfortunate how quickly some people are willing to forget that our government has already done exactly that; during World War II, citizens of Japanese descent were rounded up and locked away, just for being of a certain ancestry. Now the question becomes: Would they do it again? Unfortunately, the answer seems to be “yes.”
A U.S. Army field manual, FM 3-39.40 Internment and Resettlement Operations, has been leaked to Public Intelligence that outlines in vivid detail exactly how these civilian internment camps are to be run.
Martial Law In America
This disturbing 326-page document is intended to provide guidance for commanders and staff on internment and resettlement (I/R) operations in order to effectively deal with I/R populations, including U.S. military prisoners, civilian internees, retained personnel and enemy combatants.
In the event of a “military or civil conflict” or “natural or man-made disaster,” the U.S. Army is to partner with both international and domestic agencies, including the United Nations, the Department of Defense, the Department of Homeland Security and FEMA to support these I/R operations.
This field manual comes to light, coincidentally, just a few weeks after it was revealed that DHS and ICE are stocking up on several hundred million rounds of hollow point ammunition.
While the military undoubtedly has contingency plans for numerous war-time scenarios with and in foreign nations, this document reveals that these I/R facilities can be established within the United States. In section 2-40 of the manual, it states:
The I/R tasks performed in support of civil support operations are similar to those during combat operations, but the techniques and procedures are modified based on the special OE associated with operating within U.S. territory and according to the categories of individuals (primarily DCs) to be housed in I/R facilities.
Currently, U.S. citizens are protected from the military enforcing civilian laws within the United States or its territories thanks to the Posse Comitatus Act. However, given Obama’s willingness to usurp Constitutional protections at the drop of a helmet, I’m not holding my breath that a second Obama term or another puppet administration won’t attempt to overturn Posse Comitatus in the future. It certainly wouldn’t be the first time.
While the passing of the National Defense Authorization Act 2012 was a dark day in American history, the methods of human control, discipline and degradation outlined in this official field manual go beyond the pale. We’ll touch on a few of the more egregious examples of the unconstitutional, liberty-stripping language contained within FM 3-39.40, but we encourage you to read the document for yourself here to get a full picture.
Inside the Camps
Complete with razor wire, guard towers, maximum security areas with individual cells and patrol roads, it is clear these civilian internment camps are not designed to merely protect displaced citizens from “natural or man-made disaster[s]”.
Once captured,soldiers working at the camps are to “process detainees using the ‘search, silence, segregate, speed, safeguard and tag (5 Ss and T)’ technique.” The most concerning of these is “silence.” Soldiers manning the camps must “prevent detainees from communicating with one another or making audible clamor such as chanting, singing or praying.” The soldiers are also to “silence uncooperative detainees by muffling them with a soft, clean cloth tied around their mouths and fastened at the back of their heads.” It goes even further:
6-16 Military police must not speak to detainees except to give orders or directions. Do not let detainees talk to or signal each other during the processing phase at any echelon. This prevents them from plotting ways to counter security, planning escapes, or orchestrating other undesirable activities. Detainees who refuse to be silent may require a muffle (an item used to prevent speech or outcry without causing injury to the detainee, such as cloth) in certain tactical situations.
If it is suggested that this document is merely a contingency plan to deal effectively with a natural disaster, these barbarous tactics of control surely indicate otherwise. To make matters even more sinister, you will be outfitted with your very own “Detainee Identification Band” and issued an “Internment Serial Number.”
Civilian Internees essentially have zero rights once in military detention, and since the government is now in the business of classifying activists and protestors as potential national security threats, it only makes sense for them to attempt to not only silence dissidents, but re-educate them as well.
It goes like this: PSYOP officers “assist the military police force in controlling detainees and DCs” as well as “introduce detainees or DCs to U.S. and multinational policy.” These “PSYOP officers” are also trained to “develop PSYOP products that are designed to pacify and acclimate detainees or DCs to accept U.S. I/R facility authority and regulations”, “identify political activists”, and “plan and execute a PSYOP program that produces an understanding and appreciation of U.S. policies and actions.”
So, if you are forced into one of these camps with the belief that waging extrajudicial wars against sovereign nations without congressional approval is illegal and morally reprehensible, the PSYOP team at Camp FEMA will be happy to instruct you otherwise.
Furthermore, given the military’s vast creativity in developing so-called non violent weapons, the mind boggles at what “PSYOP products” they have in store for these I/R camps.
You will also be subject to state sponsored strip searches, forced immunizations, food rationing, and labor requirements. Step out of line? Section 6-99 informs us that:
If necessary, the military police commander or appointed officer can initiate general court-martial proceedings against detainees.Basically, once detained, you can expect to have nearly every facet of your existence controlled and dictated by military forces. From food, clothing and money to recreation, labor, and health care, you are effectively a slave of the new American police state.
The following quote from section 6-10, sums up the entirety of American foreign policy:

A couple of months ago, the mainstream media got all excited about leaked emails from Syrian President Bashar al-Assad and ‘bombshell’ revelations such as the fact that Assad’s wife likes to spend a lot of money on expensive furniture.
Would that same corporate press be interested if documents were leaked showing that Assad’s military forces had set up detention camps in which they planned to incarcerate political activists and subject them to re-education programs and slave labor?
Of course it would, the story would be all over CNN, ABC and Fox News. The documents would be heralded as chilling evidence that Assad is in charge of a dictatorial regime that plans to kidnap demonstrators and imprison them in North Korean-style gulags.
The documents would be held up as solid justification for a swift NATO military action in the name of ‘humanitarian intervention’.
And yet last week we had the release of documents which prove the existence of re-education forced labor camps for political dissidents not only abroad but inside the United States itself! An even more shocking story you would imagine?
And the reaction from the mainstream media? You could hear a pin drop.
We have now exhaustively proven in a series of articles that the U.S. Army is training its personnel, through the policies outlined in a manual entitled FM 3-39.40 Internment and Resettlement Operations (PDF), to “indoctrinate” “political activists” incarcerated in detention camps into developing an “understanding and appreciation of U.S. policies and actions.”
On page 281 of the manual we even see the use of the term itself when we learn that the role of camp personnel is focused around, “reorienting or reeducating the I/R facility population or setting the stage for acceptance of future operations.”
These camp prisoners are to include “civilian internees” detained “within U.S. territory” as part of “civil support operations” in the aftermath of “man-made disasters, accidents, terrorist attacks and incidents in the U.S. and its territories” involving FEMA and the Department of Homeland Security.
The manual also directs such prisoners to be used for slave labor “In work that is needed to construct, manage, perform administrative functions for, and maintain the internment facility,” in other words building and maintaining their own detention camp.
The manual also directs that political activists be confined to isolation and that prisoners be silenced using by “muffling them with a soft, clean cloth tied around their mouths and fastened at the backs of their heads.”
To reiterate – all of these policies outlined in the Army’s manual can be applied to U.S. citizens on American soil so long as the President passes an executive order to nullify Posse Comitatus, the law that forbids the U.S. military from engaging in domestic law enforcement.
If President Bashar al-Assad was directing his military forces to round-up political activists and use them for slave labor in re-education camps, the international outcry would be deafening, the media circus would be off the charts.
Yet all this is already in black and white, already on the books, ready and waiting to be used domestically in the aftermath of the next major terrorist attack or natural disaster – and the mainstream media has completely ignored it.
The story has been blacklisted.

Fort Leonard Wood Public Affairs director Tiffany Wood has provided the first official response to the shocking U.S. Army document that outlines the implementation of re-education camps, admitting that the manual was “not intended for public release” and claiming that its provisions only apply outside the United States, a contention completely disproved by the language contained in the document itself.

After a reader sent Wood a link to where the manual, entitled FM 3-39.40 Internment and Resettlement Operations (PDF), can be downloaded on the army.mil website (but only by military employees with special credentials), Wood responded by stating that the document should not be in the public domain.The manual also details how prisoners will be identified by their “social security number,” another glaring confirmation that the rules apply to U.S. citizens.
“The document was not intended for public release,” said Wood, adding, “Any other questions regarding the document, you will need to file a FOIA request.”
This means that either hackers have obtained access to a secure military website and downloaded the manual or it was leaked by a military employee concerned about the content of the document.
As we have exhaustively illustrated, the document is a training manual for U.S. Army personnel that details how to treat detainees incarcerated in prison camps both abroad and inside the United States.
The manual outlines how officers will develop programs to “indoctrinate” “political activists” incarcerated in detention camps into developing an “understanding and appreciation of U.S. policies and actions.” The document also explains how “reeducating the I/R facility population or setting the stage for acceptance of future operations,” is the responsibility of ‘PSYOP’ personnel within the camp.
The document also makes clear that the internment facility is not only a re-education camp but also a forced labor camp. Page 277 of the manual states, “Detainees constitute a significant labor force of skilled and unskilled individuals. These individuals should be employed to the fullest extent possible in work that is needed to construct, manage, perform administrative functions for, and maintain the internment facility.”
The manual also directs that political activists be confined to isolation and that prisoners be silenced using by “muffling them with a soft, clean cloth tied around their mouths and fastened at the backs of their heads.”
In her email response, Wood falsely claims that, “The document is intended for operations outside of the continental United States. Depending on the nature and magnitude of an event will determine the level of U.S. military involvement.”
As we have proven using only direct quotations and screenshots from the manual, it is clearly designed to be applied both abroad and “within U.S. territory,” including against “civilian detainees” incarcerated for “security reasons, for protection, or because he or she committed an offense against the detaining power,” as part of “domestic civil support operations” involving FEMA and the Department of Homeland Security.
The document makes it clear on page 193 that the rules apply to processing American detainees on U.S. soil so long as the President passes an executive order to nullify Posse Comitatus, the law that forbids the U.S. military from engaging in domestic law enforcement.
It is clear from Wood’s response that she has either not read the documents properly or has been directed to downplay their significance by asserting they do not apply within the United States, a claim clearly disproved by the numerous references within the manual to how its instructions can be applied as part of “domestic civil support operations.”

So that’s not a normal Prison Guard is it! Alex Jones has always spoken of Martial Law coming and the only alternative to FEMA Camps is, Martial Law.
The Bush-era proposal would also have required airlines and cruise lines to store more information about domestic and international passengers, such as e-mail addresses, traveling companions and return flight information. The information would be subject to review by federal officials in a health emergency, though it would be voluntary for passengers to provide the data.
The proposals to limit liberty represent a dangerous precedent to constitutional theory, particularly when there’s almost no evidence it will matter. It wouldn’t surprise me if they try to sneak this past in August, when people are away.
The next stage I would expect would be to move more US Troops out of the USA on deployment so they don’t become a threat as Patriots and bring in Foreign Troops
