    I guess they can't count very well. I think that Shirley Harrod made out pretty well in the last payoff. Was that the last round or is this just a continuation?

    I imagine a great deal of people, all of a sudden, "attempted to farm" when this hit the table, just as the number of "fishermen" skyrocketed after the BP spill and compensation plan.

    They have to have applied for a farm loan between 1981-1996 to be eligible.
