I have yet to hear or read anything about exporting the processing jobs to other countries and then importing the processed food.
Regulations generally create more hardships for the smaller producer, more hoops to jump through. The larger corporations have the resources to muster their way through them. The hardships on the smaller producers become a larger and heavier burden forcing them to move or quit. The larger producer can go abroad and set up shop and produce their product and bring it back at a cheaper cost. Thus the food processors will take their jobs and equipment elsewhere and ship you back your processed food, all under the guise of food safety.
Open borders and a NAFTA Super Hwy would sure help in those regards.
