Unlike his counterpart Putin, President Trump cannot make unilateral agreements. Now it is possible for him to leak secrets, there is no one who you can't say there is a "possibility" unless they are out of the loop! The effective majority of the American people put their trust in him as our leader. If there is no trust, there can be nobody as our leader.
Contrary to popular "intel" disinformation, Putin can not make unilateral agreements either. Russia has a Parliament, it has a Constitution, it has large bodies of laws passed by the Parliament, the same as our Congress passes our laws. However, like our President, Putin too, can enter into agreements that fall within his Executive Authority, many of which involve foreign policy and military actions. Any Treaty agreement or other agreement that requires Parliamentary consent and approval operates the same as ours that require consent and approval of our Congress, usually the Senate.

Putin already has authority to deal in Syria, on Iran, in North Korea and other places, the same as our President does. A peace treaty however will require legislative approval to reverse the declarations of war that initiated the war to begin with.

So these men can enter into bilateral agreements within their respective authorities and except for a peace treaty in North Korea or appropriations of money to fund something that isn't already covered by an existing appropriations bill, they're good to go for virtually everything Trump is trying to accomplish and if it falls within his Executive Authority, he doesn't need the approval of Congress, and unless he needs their approval, they are on a "need to know" basis. Foreign policy subject to our laws, funding and Constitution are solely within the power of the Executive Branch of the United States government.
