The US government denies that biological research is taking place in Ukraine, yet Russia is currently exposing a network of biolabs that began during the Obama-Biden administration. Former President Barack Obama previously toured and spoke about these Ukrainian biolabs, which were set up under the humanitarian pretenses of the Nunn-Lugar Cooperative Threat Reduction program.Russia’s Ambassador to the United Nations, Vassily Nebenzia, brought forth new evidence that there are at least thirty suspect biolabs in Ukraine. These biolabs are jointly funded by the United States under their Defense Threat Reduction Agency. A full military audit of these biolabs is essential to ensure that the US and Ukraine are abiding by the UN's Biological Weapons Convention. Here's why:
Russian Ambassador accuses U.S. of illegal biologics research in Ukraine
Nebenzia accused the US and Ukraine for working on strains of plague, anthrax, tularemia, cholera, leptospirosis, coronavirus and other lethal diseases using synthetic biologic enhancements. These projects also include enhancements of H5N1 pandemic influenza, which can cause 50 percent lethality in human populations.
Nebenzia said the biologics research is conducted under the Cooperative Threat Reduction Program; it uses bats, lice and fleas to study how different infectious diseases can spread. Some of the research allegedly dates back to Japanese biological research in the 1940s, from which fugitive Japanese researchers found refuge with the United States. Nebenzia warns that bio-agents can be created to target specific ethnic groups that can lead to targeted genocide. Moreover, the labs are located near the Russian border, and pose a threat to the Russian people and Europe. Nebenzia claims that radical nationalist groups in Ukraine are working with the United States. He claims that the Reform of Ukrainian Healthcare led to an uncontrolled growth of dangerous infections that led to regional outbreaks of diphtheria, tuberculosis, measles, swine flu and symptomatic disease that resembles plague.

The US and Ukrainian Ambassadors did not take the accusations seriously and immediately dismissed the existence of the biolabs and the biological research being conducted there. US Ambassador Linda Thomas-Greenfield and Ukrainian Ambassador Sergiy Syslytsya claimed that Russia is using the narrative as an excuse to use their own biological weapons against the Ukrainian people. They agreed that Russia is the only aggressor in the current situation. The U.N. Under Secretary-General and High Representative for Disarmament Affairs, Izumi Nakamitsu, concurred that the U.N. is “not aware of any biological weapons program in Ukraine.”
However, Victoria Nuland, the Under Secretary of State for Political Affairs testified at a US Senate hearing that the biolabs do exist, and she is worried the contents of the lab will fall into the hands of the Russians.

European countries, or any country for that matter, should not take lightly any evidence of biological research that violates the United Nation’s Biological Weapon Convention (1975). Article 1 of the international treaty prohibits, under any circumstances, the development, production, stockpiling, acquisition and retaining of biological weapons. The US has repeatedly denied their involvement in gain-of-function coronavirus experiments at the Wuhan Institute of Virology in China, yet the documentation for this unethical research exists. How can corruption in the US government be so readily dismissed by the UN? Russia is not the only aggressor in a very complicated situation that has taken place over several years in Ukraine.
In fact, US Defense documents from 2005 show that there were plans for a level three biosecurity lab in Odessa, Ukraine. Then Senator Barack Obama acknowledged a trip he took with Senator Dick Lugar. Obama haphazardly recalls unsafe conditions at the labs, after he was introduced to vials of plague, anthrax and other dangerous bioweapons. Obama revealed this later in a presidential speech to the Nunn-Lugar Cooperative Threat Reduction Symposium. Obama said he learned a lot from Dick Lugar and was “taken in” by him. The Nunn-Lugar Cooperative Threat Reduction program expanded into Ukraine after Obama and Lugar entered into a partnership with Ukrainian officials.
The US-funded biolab, the Interim Central Reference Laboratory, opened in June 2010 in Odessa, Ukraine. The biolab was lauded by U.S. Senator Dick Lugar, who announced it would be instrumental in researching dangerous pathogens. “The level-3 bio-safety lab, which is the first built under the expanded authority of the Nunn-Lugar Cooperative Threat Reduction program, will be used to study anthrax, tularemia and Q fever as well as other dangerous pathogens," Lugar said.
The Nunn-Lugar Act (established in 1991), allowed US officials to proliferate Ukraine under the pretense of helping the former Soviet Union dismantle and safeguard large stockpiles of nuclear, chemical and biological weapons. The question is: Have these “threat reduction programs” enabled predatory biologics research, all under the guise of global security? Are these biolabs compromised and do they violate UN treaties on biological weapons? Are Russians justified in their pursuit to prevent the intentional or unintentional release of pathogens of pandemic potential?

A June 2010 article details how Barack Obama, while serving as a U.S. senator from Illinois, was prominent in negotiations for a deal to build a level-3 bio-safety lab in Odessa, Ukraine which would handle "especially dangerous pathogens."
The article, titled "Biolab Opens in Ukraine", was deleted from the web but recovered by The National Pulse.
Among the viruses the lab studied were Ebola and “viruses of pathogencity group II by using of virology, molecular, serologica and express methods.”
“This laboratory was reconstructed and technically updated up to the BSL-3 level through a cooperative agreement between the United States Department of Defense and the Ministry of Health of Ukraine that started in 2005. The collaboration focuses on preventing the spread of technologies, pathogens, and knowledge that can be used in the development of biological weapons, ” according to a 2011 report by U.S. National Academy of Sciences’ Committee on Anticipating Biosecurity Challenges of the Global Expansion of High-Containment Biological Laboratories.
Additionally, the lab provided “special training for specialists on biosafety and biosecurity issues during handling of dangerous biological pathogenic agents.”
The National Pulse reported on the recovery of the article on March 8, the same day that Team Biden Under Secretary of State for Political Affairs Victoria Nuland told the Senate that the American government is concerned about biological research facilities in Ukraine falling into the hands of Russian invaders.
The recovered article, which also highlighted the work of former Sen. Dick Lugar, was additionally included in Issue No. 818 of the United States Air Force (USAF) Counterproliferation Center’s Outreach Journal.
“Lugar said plans for the facility began in 2005 when he and then-Senator Barack Obama entered a partnership with Ukrainian officials. Lugar and Obama also helped coordinate efforts between the U.S and Ukrainian researchers that year in an effort to study and help prevent avian flu,” explained author Tina Redlup.
"The unearthed biolab facility follows intense scrutiny over the U.S. government’s decision to fund risky, 'gain-of-function' research in Wuhan at a Chinese Communist Party-run lab with military ties," the National Pulse noted.
On March 6, the Russian news agency Ria Novosti released documents it claimed show Ukraine was working on “biological weapons” near the Russian border. Ria Novosti accused the U.S. of instructing Ukraine to destroy the biological agents before the Russian invasion.
Russia also released a list of the biological agents allegedly stored in Ukraine labs for testing. The list included Salmonella, E. Coli, Anthrax and The Plague.

Nuland's confirmation that Ukraine has U.S.-supported biological weapons labs had long been characterized by "fact-checkers" in U.S. corporate media as disinformation and conspiracy theory.
The so-called fact-checkers "never presented any evidence for their ruling — how could they possibly know? and how could they prove the negative? — but nonetheless they invoked their characteristically authoritative, above-it-all tone of self-assurance and self-arrogated right to decree the truth and label such claims false," independent journalist Glenn Greenwald noted in a substack.com report.
Claims that Ukraine currently maintains dangerous biological weapons labs came from Russia as well as China.
The Chinese Foreign Ministry this month claimed: "The U.S. has 336 labs in 30 countries under its control, including 26 in Ukraine alone.”
The Russian Foreign Ministry asserted that “Russia obtained documents proving that Ukrainian biological laboratories located near Russian borders worked on development of components of biological weapons.”
Such assertions, Greenwald noted, "deserve the same level of skepticism as U.S. denials: namely, none of it should be believed to be true or false absent evidence. Yet U.S. fact-checkers dutifully and reflexively sided with the U.S. Government to declare such claims 'disinformation' and to mock them as QAnon conspiracy theories. Unfortunately for this propaganda racket masquerading as neutral and high-minded fact-checking, the neocon official long in charge of U.S. policy in Ukraine (Nuland) testified on Monday before the Senate Foreign Relations Committee and strongly suggested that such claims are, at least in part, true."
Florida Republican Sen. Marco Rubio, hoping to debunk growing claims that there are chemical weapons labs in Ukraine, asked Nuland: “Does Ukraine have chemical or biological weapons?”
"Rubio undoubtedly expected a flat denial by Nuland, thus providing further 'proof' that such speculation is dastardly Fake News emanating from the Kremlin, the CCP and QAnon," Greenwald noted.
Instead, Nuland "did something completely uncharacteristic for her, for neocons, and for senior U.S. foreign policy officials: for some reason, she told a version of the truth. Her answer visibly stunned Rubio, who — as soon as he realized the damage she was doing to the U.S. messaging campaign by telling the truth — interrupted her and demanded that she instead affirm that if a biological attack were to occur, everyone should be '100% sure' that it was Russia who did it. Grateful for the life raft, Nuland told Rubio he was right," Greenwald added.
Too late.
When asked whether Ukraine possesses “chemical or biological weapons,” Nuland did not deny it.
Nuland said: “Ukraine has biological research facilities.”
Greenwald noted that any hope to depict the facilities as benign or banal was immediately destroyed by the warning Nuland added: “We are now in fact quite concerned that Russian troops, Russian forces, may be seeking to, uh, gain control of [those labs], so we are working with the Ukrainiahhhns [sic] on how they can prevent any of those research materials from falling into the hands of Russian forces should they approach.”
The joint U.S./Ukraine biological research "is, of course, described by the State Department in the most unthreatening way possible," Greenwald noted. "But that again prompts the question of why the U.S. would be so gravely concerned about benign and common research falling into Russian hands. It also seems very odd, to put it mildly, that Nuland chose to acknowledge and describe the 'facilities' in response to a clear, simple question from Sen. Rubio about whether Ukraine possesses chemical and biological weapons. If these labs are merely designed to find a cure for cancer or create safety measures against pathogens, why, in Nuland's mind, would it have anything to do with a biological and chemical weapons program in Ukraine?"
Greenwald added:
"That a neocon like Nuland is admired and empowered regardless of the outcome of elections illustrates how unified and in lockstep the establishment wings of both parties are when it comes to questions of war, militarism and foreign policy. Indeed, Nuland's husband, Robert Kagan, was signaling that neocons would likely support Hillary Clinton for president — doing so in 2014, long before anyone imagined Trump as her opponent — based on the recognition that the Democratic Party was now more hospitable to neocon ideology than the GOP, where Ron Paul and then Trump's neo-isolationism was growing.
"You can vote against neocons all you want, but they never go away. The fact that a member of one of the most powerful neocon families in the U.S. has been running Ukraine policy for the U.S. for years — having gone from Dick Cheney to Hillary Clinton and Obama and now to Biden — underscores how little dissent there is in Washington on such questions. It is Nuland's extensive experience in wielding power in Washington that makes her confession yesterday so startling: it is the sort of thing people like her lie about and conceal, not admit. But now that she did admit it, it is crucial that this revelation not be buried and forgotten."

This 2005 report indicates the close relationship between globalist senator and Obama mentor Richard Lugar and Obama himself. The two made a visit to Ukraine in 2005 to establish funding for biological research laboratories. Obama was elected president in 2008, but was functioning under the Bush administration prior to that. See

The agreement, the result of more than a year of negotiations, was announced by Sens. Richard G. Lugar (R-Ind.) and Barack Obama (D-Ill.) during a visit to the Ukrainian capital, Kiev. The senators credited Ukraine’s reformist leaders, ushered into power by last fall’s Orange Revolution, with breaking bureaucratic resistance to the pact.
One lab to receive funding is the I.I. Mechnikov Antiplague Scientific and Research Institute, in the Black Sea port city of Odessa. The institute was part of a Cold War network of “antiplague” stations that supplied highly lethal pathogens to Soviet bioweapons factories.

Of interest is the following statement:The United States government admitted to the existence of U.S. Department of Defense-funded biolabs in Ukraine. The Russian government has made stirring allegations regarding the contents of U.S.-funded Ukrainian labs, suggesting that the labs are home to bioweapons research that could be used against enemies of the globalist Western regime. Meanwhile, the Department of Defense has used a base in San Antonio to study human tissue and RNA material exclusively from Caucasian Russians.And
Biden administration Under Secretary of State Victoria Nuland told the U.S. Senate: “Ukraine has biological research facilities which in fact we are now quite concerned Russian troops, Russian forces may be seeking to gain control of, so we are working with the Ukrainians on how they can prevent any of those research materials from falling into the hands of Russian forces should they approach.” Nuland then claimed without evidence that Russia would be responsible for any release of biological weapons stemming from the biolabs. If the much heralded Russian spring offensive (due in the next few weeks?) reaches Odessa, there might be a few explosions of the “American neo-cons committed acts of war against Russia BEFORE Russia invaded Ukraine a year ago”. Neo-cons operate on both sides of the aisle, but it seems ever more likely that Ukraine has been the chosen base for more Democratic Party money laundering than the Republican Party, given the Biden, Pelosi, Obama and Kerry involvement over the last two decades.

Lugar applauds opening of Nunn-Lugar Bio-Threat Laboratory in Tbilisi, Georgia
U.S. Senator Dick Lugar today hailed the latest advancement in protecting Americans against global biological risks through Nunn-Lugar Global. The Nunn-Lugar Central Public Health Research Laboratory is opening in Tbilisi, Georgia. Nunn-Lugar labs are critical for cooperative efforts to identify and report potentially deadly pathogens before they can spread.
“I am confident that the CPHRL will become a premier center for disease surveillance, reference, and research and advance the security of America, Georgia, and the world,” Lugar said. “It will also serve as a manifestation of America’s commitment to Georgia.”
Since groundbreaking for the CPHRL occurred in 2004, Senator Lugar has travelled to Tbilisi on numerous occasions to encourage development of this project. His most recent mission was in 2008, weeks after Russia’s invasion of Georgia.
“We cannot wait for threats to come to our shores,” Lugar said. “Nunn-Lugar projects make Americans safer, day by day, by working cooperatively with nations around the globe.”
The lab’s mission will be to promote infectious disease detection, epidemiological surveillance, and research for the benefit of the United States, Georgia, the Caucasus region, and the global community. It will expand knowledge of the Georgian and regional infectious disease baseline, promote international scientific diplomacy, and support the mission of intergovernmental organizations such as the World Health Organization (WHO) and World Organization for Animal Health (OIE).
The CPHRL will establish a U.S. presence and attract world-renowned experts for on-site collaboration. The U.S. Army Medical Research and Material Command (MRMC) has committed to maintaining a long-term presence at the facility to promote further scientific collaboration.
The CPHRL has been designed to meet U.S. Department of Defense and international norms for biosecurity, ensuring that it is well-protected against both insider and external threats. The CPHRL provides state-of-the-art facilities and equipment, and enables safe and secure access to Georgia’s national repository of infectious disease pathogens.
Senator Lugar is working to spread the work of Nunn-Lugar Global to address new threats in new locations. Building on Nunn-Lugar’s nearly 20 years of experience in helping secure WMD in the former Soviet States, Senator Lugar recently undertook a mission to engage Nunn-Lugar in East Africa.

U.S. led biolab construction in Ukraine was started by Obama

The only thing more nightmarish than eight years of former President Barack Obama has, so far, been one year of his vice president, Joe Biden being in office, but we’re just beginning to see the current disaster unfold.
That includes a new war in Ukraine after Vladimir Putin saw how weak and feeble Biden was and decided to make his move now instead of when our country had a strong leader in Donald Trump the previous four years. Just imagine what our country — and the world — would look like if the deep state had not stolen his reelection.
In any event, thanks to The National Pulse, we are learning that Obama’s legacy is far worse than previously thought — and that was bad enough: Apparently, the 44th president led a U.S. effort to build Biolabs in Ukraine and elsewhere designed for handling “especially dangerous pathogens.”
“The news comes on the same day that Biden regime apparatchik Victoria Nuland told the U.S. Senate that the American government is concerned about biological research facilities falling into Russian hands as a result of the ongoing conflict in Eastern Europe,” the outlet noted.
According to a Web Archive of a story titled, “Biolab Opens in Ukraine” posted to a site called BioPrepWatch.com (which is still online, by the way) on June 18, 2010, Obama, while still serving as a U.S. senator from Illinois, participated in negotiations for a deal to build a level-3 bio-safety laboratory in the Ukrainian city of Odessa. The piece, which also focused on similar efforts by the late Sen. Dick Lugar (R-Ind.), was also included in Issue No. 818 of the United States Air Force Counterproliferation Center’s Outreach Journal.

“The continuing cooperation of Nunn-Lugar partners has improved safety for all people against weapons of mass destruction and potential terrorist use, in addition to advancements in the prevention of pandemics and public health consequences,” Lugar said.
Author Tina Redlup added: “Lugar said plans for the facility began in 2005 when he and then-Senator Barack Obama entered a partnership with Ukrainian officials. Lugar and Obama also helped coordinate efforts between the U.S and Ukrainian researchers that year in an effort to study and help prevent avian flu.”
The lab was part of the Nunn-Lugar Act, named after the Indiana Republican and former Sen. Sam Nunn (D-Ga.), which established the Cooperative Threat Reduction Program in 1991 immediately after the fall of the Soviet Union. The program provided assistance and funding to former Soviet satellite countries to dismantle and then safeguard stockpiles of nuclear, chemical and biological weapons.
But obviously, it also established dangerous labs to handle extremely volatile substances, though not quite as volatile as the Level 4 biolab in Wuhan, China, that produced and then ‘accidentally released’ COVID-19.
According to a 2011 report from the National Academy of Sciences’ Committee on Anticipating Biosecurity Challenges of the Global Expansion of High-Containment Biological Laboratories, the facility in Odessa “is responsible for the identification of especially dangerous biological pathogens.”
“This laboratory was reconstructed and technically updated up to the BSL-3 level through a cooperative agreement between the United States Department of Defense and the Ministry of Health of Ukraine that started in 2005. The collaboration focuses on preventing the spread of technologies, pathogens, and knowledge that can be used in the development of biological weapons,” the report noted.
“The updated laboratory serves as Interim Central Reference Laboratory with a depozitarium (pathogen collection). According to Ukrainian regulations, it has a permit to work with both bacteria and viruses of the first and second pathogenic groups,” it adds.

Thus begins the chapter entitled “Biological Threat Reduction Program Expands ” within the book written by Joseph P. Harahan for Defense Threat Reduction Agency (DTRA), a Pentagon’s Agency, which is a gold mine for understanding what is happening in Ukraine after the Russian invasion.
But it is also the filter that allows us to understand how Washington betrayed Moscow in the plan to reduce the biological weapons of mass destruction and why Russian President Vladimir Putin is so furious at the White House.
The book is titled “With Courage and Persistence: Eliminating and Securing Weapons of Mass Destruction with the Nunn-Lugar Cooperative Threat Reduction Programs” and since it was published ironically in 2014 it assumes the connotation of a mockery in addition to damage.
Because it tells of how the US Department of Defense, through the DTRA agency, even got its hands in the biological laboratories of the Kremlin, oriented towards the peaceful “glasnost” (public domain or transparency) started by Michail Gorbacev with the “Perestroija (reconstruction)” of the Communist Party of the Soviet Union.
And he narrated it precisely in 2014: the year in which the US, with the help of the Color Revolution format of George Soros and the Ukrainian embassies of other NATO countries, perpetrated the bloody coup in Kiev.
This coup was in fact functional not only to erode another state of the former USSR located on the border with the Russian Federation, not only to create the conditions for new nuclear missile bases of the Atlantic Alliance closer to Moscow, not only to search to steal the Donbass rich in gas and oil coveted by Burisma (in which Hunter Biden, son of the current American president Joseph Biden, then deputy to Barack Obama, was administrator) but also to take full control of the 12 biological laboratories created by the DTRA in Ukraine under the confident eyes of Russia who believed in the collaboration plan on the reduction of biological weapons.
The American defense line rests on the thin thread of selfless help to Ukraine to protect itself from the risks of bacteriological attacks. In short, the Pentagon, on which it depends on the DTRA, admits to having funded 12 of the 15 biological laboratories, we published the evidence already in the Ukraine Biolabs – 2 investigation, but claims to have then left the management of the research centers to the government of Kiev.
This is a huge lie. We have highlighted it again in the last report Ukraine Biolabs – 5, but we will demonstrate it even better in the next with the details and photos of the links between Ukrainian officials and the American Pentagon contractors, also thanks to OSINT documents on the activity of the DTRA itself. in the countries of the former Soviet Union.
Now we want to demonstrate how Vladimir Putin’s “good faith” towards the White House in the field of bacteriological weapons has been betrayed not only in Ukraine but even earlier in Georgia and finally in China.
In fact, in the Wuhan Institute of Virology, the USAID agency, a financial instrument of the CIA counter-espionage, by the will of the Obama-Biden administration, financed the experiments with HIV infected SARS functional to the artificial construction of recombinant chimeric viruses enhanced with the Gain of Function for “dual use” vaccine or bioweapon, just as it turns out to be SARS-Cov-2 which has 19 nucleotides identical to those of a gene built in the laboratory by the American pharmaceutical company Moderna in 2016, thanks to repeated funding from the Pentagon.
THE DEAL BETWEEN MOSCOW AND WASHINGTON ON BACTERIOLOGICAL DISARM
This book recounts the history of one of America’s most important national security programs and celebrates the work of the many public servants who have made it a success.
The Nunn-Lugar Cooperative Threat Reduction Program, which became law in 1991, was aimed at providing American funds and technical expertise to help safeguard and dismantle vulnerable stockpiles of nuclear, chemical and biological weapons and materials in the former Soviet Union.
Although much of this original mission has been completed, the capabilities of the Nunn-Lugar Program and the Defense Threat Reduction Agency (DTRA), which implements it, have expanded to meet global proliferation threats and much more important work remains to be done.
This is what was written in the introduction by former president of the Pentagon Armed Services Committee Samuel Augustus Nunn jr, a young non-commissioned officer of the Coast Guard and later Democratic Senator of Georgia, and former Senator Richard Lugar, former Mayor of Indianapolis. and Republican Senator from Indiana who died in 2019 at the age of 87.

U.S. biolabs in Ukraine must be investigated

The Biological Weapons Convention (BWC), which entered into force in 1975, was an attempt to eliminate the possibility of the use of biological warfare in any conflict between nations. The use of chemical warfare by the Germans in the First World War had so repulsed the world that there was a general push in the United Nations to ban chemical and biological weapons from warfare altogether which was accomplished in the Geneva Protocol of 1925. Nevertheless, the Japanese during World War II continued to work on a bioweapons project in their notorious Unit 731 in occupied China.
During the Cold War, both the U.S. and the Soviet Union were working on developing biological weapons. Concerns over this led to a renewed attempt in 1972 to put a stop to biological warfare development by means of a Biological Weapons Convention. While this remained a principled agreement among the parties, there was never developed a means of verifying that such an agreement was in fact being kept by the parties.
In 1994, the parties to the BWC began to discuss the possibility of verification, including the inspection of sites that were possibly of a dual-use nature, like using pathogens for purposes of developing a vaccine or for biodefense purposes. While the U.S. would not object to inspecting the facilities of other countries, they were averse to having foreign inspectors coming to U.S. facilities. In 2001, the George Bush Administration advised that a search for a verification system be terminated.
With the break-up of the Soviet Union and the spread of nuclear and biological weapons facilities over four countries, there was the possibility that these could represent a clear danger in the chaotic political situation existing in all of these countries. The 1991 Soviet Threat Reduction Act, popularly known as the Nunn-Lugar program, was meant to consolidate nuclear weapons in a limited number of safe sites, guarantee the security of these weapons, and provide alternative employment for the Soviet scientists involved in these programs.
Later, in 2005, an agreement was signed with Ukraine under the Nunn-Lugar program, to use U.S. funds to improve security for pathogens stored at biological research and health facilities in this former Soviet republic, some of which were once linked to the Soviet-era anti-plague network, and which continued to store libraries of naturally occurring pathogens for research and public health. The agreement includes provisions for cooperation between U.S. and Ukrainian epidemiological laboratories in diagnosing disease outbreaks.

On the surface, this has seemed like a reasonable arrangement, beneficial to the two countries as well as to the rest of the world. This ignores, however, the strategic role of Ukraine in U.S. political thinking at the time. From the time of its independence in 1991, Ukraine has been a clear target of U.S. interest as a bulwark against a revived Russia. The roots of this policy go all the way back to the end of World War II when the U.S. took over the fascist networks of Nazi General Reinhard Gehlen, including a considerable Ukrainian section, in their war of insurgency against the Soviet Union.
The world's attention was focused on the extensive network of biolabs operating under this Pentagon program when Russian troops entered Ukraine and occupied some of these labs. As the Russians approached the labs, they had been quickly cleaned out of any experiments by their occupants, who then fled, but extensive paperwork at the labs and other evidence released by the Russian Ministry of Defense indicated that some very questionable experiments were being conducted. While the Russian concerns were initially rejected as "propaganda" by the Western media, U.S. Undersecretary of State for Political Affairs Victoria Nuland admitted in March 2022 that "Ukraine has biological research facilities."
The issue could not be totally swept under the rug. China has called for an investigation of the matter. China's Permanent Representative to the UN, Zhang Jun, has called on the U.S. to respond to these claims and make timely and comprehensive clarifications to dispel doubts about the programs–if possible. More importantly, China is also calling for a verification clause to the BWC to assure that all countries are living up to their commitments. The U.S. cannot be excluded from this. One cannot simply take the word of officials in this matter. The duplicity of the U.S. in starting wars based on lies has reduced the credibility of the U.S. in the eyes of the international community.
In addition, former CIA Director Mike Pompeo's comment that the CIA reserves the right to "lie, cheat, and steal" made clear to the world that the U.S. reserves the right to hide the truth. Without a verification mechanism, no one can be sure that the Pentagon, in its ongoing crusade against Russia, is not using labs in Ukraine for nefarious. In this instance, we should remember former U.S. President Ronald Reagan's principle concerning nuclear agreements: "Trust but verify."
