    U.S. Sen. Dick Lugar applauded the opening of the Interim Central Reference Laboratory in Odessa, Ukraine, this week, announcing that it will be instrumental in researching dangerous pathogens used by bioterrorists.
    The level-3 bio-safety lab, which is the first built under the expanded authority of the Nunn-Lugar Cooperative Threat Reduction program, will be used to study anthrax, tularemia and Q fever as well as other dangerous pathogens.
    “The continuing cooperation of Nunn-Lugar partners has improved safety for all people against weapons of mass destruction and potential terrorist use, in addition to advancements in the prevention of pandemics and public health consequences,” Lugar said.
    Lugar said plans for the facility began in 2005 when he and then Senator Barack Obama entered a partnership with Ukrainian officials. Lugar and Obama also helped coordinate efforts between the U.S and Ukrainian researchers that year in an effort to study and help prevent avian flu.

    On the menu today: Just when I thought I was out, they pull me back in. Why does it always come back to biological-research labs? No, Ukraine does not have a secret biological-weapons program — or at least there’s no proof of one. A biological-research facility and a biological-weapons-research facility are not the same thing — but even if Ukraine has no biological weapons, that doesn’t mean the stuff in the country’s various labs can’t be dangerous. And the U.S. — and the world — have good reasons to not want a bunch of hungry, young, poorly briefed Russian conscripts traipsing through biological-research labs with samples of who-knows-what in vials and petri dishes in the sample fridges. Meanwhile, the IAEA passes along more ominous reports from Chernobyl.
    Back to the Lab Again, in More Ways Than One
    From a Ukrainian presentation at a 2011 conference, organized by the U.S. State Department’s Biosecurity Engagement Program:
    What high-containment biological (high BSL) laboratories exist in your country? What are the facilities’ main goals and priorities?

    There are over 4,000 registered microbiological laboratories in Ukraine, but only 2 of them have a permit to work with microorganisms of the first pathogenic group, 402 laboratories have a permit to work with the microorganisms of the second pathogenic group, and all others are allowed to work only with microorganisms of the third and forth pathogenic groups. Here it is necessary to note that the classification of pathogenic organisms and therefore classification of the laboratories in Ukraine differs from the international one. It is inverted (i.e., in Ukraine “one” is the highest risk and “four” is the lowest risk) and also has some additional differences. . . .
    According to the available data, there are no laboratories in Ukraine that fulfill BSL-4 requirements. One of the laboratories that has a permit to work with the microorganisms of the first pathogenic group did, however, recently undergo an international audit as a BSL-3 laboratory and received a preliminary positive evaluation.
    Even biosafety-level-two laboratories work with some nasty stuff — e.g., hepatitis, HIV, salmonella. Biosafety-level-three laboratories work with microbes that can cause serious or deadly diseases through inhalation — e.g., Covid-19, tuberculosis, yellow fever, SARS, West Nile, some strains of influenza. Biosafety-level-four laboratories work with the most dangerous pathogens that carry the highest risk of infecting lab personnel — e.g., Ebola, Nipah, Marburg.

    Ukraine does not have a level-four lab today. Just as it did a decade ago, Ukraine has thousands of labs, but only a handful work with airborne, potentially deadly pathogens, and a few hundred work with “moderate-risk agents.”
    Still, the security of those labs and what’s in them is something worth worrying about when they’re in an active war zone. During a Senate Committee on Foreign Relations hearing Monday, Senator Marco Rubio of Florida asked a question of Victoria Nuland, Under Secretary of State for Political Affairs:
    Rubio: Let me ask you, does Ukraine have chemical or biological weapons?

    Nuland: Ukraine has biological-research facilities, which, in fact, we are now quite concerned Russian forces may be seeking to gain control of. So we are working with the Ukrainians on how they can prevent any of those research materials from falling into the hands of Russian forces, should they approach.
    Rubio: I’m sure you’re aware that the Russian propaganda groups are already putting out there all kinds of information about how they’ve uncovered a plot by the Ukrainians to release biological weapons in the country with NATO’s coordination. If there is a biological- or chemical-weapon incident or attack inside of Ukraine, is there any doubt in your mind that 100 percent, it would be the Russians that would be behind it?
    Nuland: There is no doubt in my mind, Senator. And it is classic Russian technique to blame on the other guy what they’re planning to do themselves.
    Yes, Ukraine has biological-research facilities. A “biological-research facility” is not the same as a biological-weapons-research facility. (Although it is worth noting that a lot of research into dangerous pathogens is dual-use; the more you know about how to fight dangerous viruses and bacteria, the more knowledge you could theoretically apply to weaponizing viruses and bacteria.) When state-owned Russian media such as TASS breathlessly echo a Russian official’s statement that “In Ukraine, a network of more than 30 biological laboratories was created,” they really want your mind to insert the word “weapons” in between “biological” and “laboratories.”

    Any major university or major hospital/medical center is going to have a lab that, at minimum, will have samples that may include dangerous or contagious pathogens collected from patients, etc., separate from any labs doing medical research on these kinds of viruses and bacteria.
    It is not a shock or surprising that “the U.S. government is concerned about preventing any of those research materials from falling into the hands of Russian forces, should they approach,” as Nuland put it. We’ve already seen Russian forces reckless enough to fire shells at Europe’s largest nuclear-power plant, hitting the training center . . . and then follow it up by firing missiles at a radioactive-waste facility near Kyiv and shelling a nuclear-research facility producing radioisotopes for medical and industrial applications. The invading Russian forces have already proven to be spectacularly irresponsible; God knows what could happen if a bunch of hungry, young, poorly briefed Russian conscripts were to go traipsing through a biological-research lab with samples of who-knows-what in vials and petri dishes in its sample fridges.
    While theoretically anything is possible, I would be surprised if anything Ukraine was doing in its biological-research facilities constituted a secret biological-weapons program. Ukraine has ratified the Biological Weapons Convention and the Chemical Weapons Convention. For Ukraine, a secret biological-weapons program would represent enormous risk for very little reward; if such a program were revealed, it would instantly alienate Ukraine’s Western allies and wipe out their chances of joining the European Union or NATO someday.

    What’s more, if Ukraine had a secret biological-weapons program, it would be one that was researching or producing weapons that the Ukrainians left unused on the shelf as the Russian army came storming across the border. And if you’re not going to use your secret biological weapons when 200,000 heavily armed Russian troops are knocking on your door, either you’re never going to use them, or you never had them in the first place.
    By contrast, the Soviet Union’s biological-weapons program “was by far the largest and most sophisticated such program ever undertaken by any nation,” with stories that will horrify you — including accidental leaks that killed innocent people, with the true cause of the disease covered up by an authoritarian regime. When the Soviet Union collapsed, the Russians pledged they would get rid of all that toxic, dangerous stuff of nightmares — but Moscow never quite satisfied the U.S. with its reports of its inventory. The Russians blocked inspections of certain facilities that had been used to create and store biological weapons in the past.
    As for modern Russia, the U.S. government’s annual review of arms-control and nonproliferation treaties published last year concluded that:
    The Russian Federation maintains an offensive [biological weapons] program and is in violation of its obligation under Articles I and II of the BWC. The issue of compliance by Russia with the BWC has been of concern for many years. . . . While there were no specific expert level consultations in 2020, on August 27, 2020, the United States added the 48th Central Scientific Research Institute, Kirov; 48th Central Scientific Research Institute, Sergiev Posad; and 48th Central Scientific Research Institute, Yekaterinburg — the key military biological facilities previously referenced — to the Entity List. These three entities have been determined by the U.S government to be acting contrary to the national security or foreign policy interests of the United States. Specifically, the United States has reasonable cause to believe these institutes are Russian Ministry of Defense facilities associated with the Soviet and Russian biological weapons program.
    You Would Think Russians Would Have Learned to Not Mess Around with Chernobyl

    Speaking of those nuclear plants that the Russians shelled, the Wall Street Journal reports that, “The Ukrainian government says the Chernobyl nuclear power facility now controlled by Russia has lost power, threatening the cooling of radioactive material stored there and risking radioactive leakage. A powerline to the power plant has been cut, the Ukrainian government said Wednesday, leaving the facility without electricity. Without power, the 20,000 spent-fuel assemblies stored there are at risk of overheating if the coolant evaporates.”
    Yesterday, International Atomic Energy Agency director general, Rafael Mariano Grossi, warned that the Russians were not allowing Chernobyl operating staff to come and go from the plant:
    In contrast to the current situation for staff at Ukraine’s operating nuclear power plants who are rotating regularly, the same shift has been on duty at the Chornobyl NPP since the day before the Russian military entered the site of the 1986 accident on 24 February, in effect living there for the past 13 days, the regulator said. The Ukrainian regulator added that the staff had access to food and water, and medicine to a limited extent. . . . Director General Grossi has repeatedly stressed that staff operating nuclear facilities must be able to rest and work in regular shifts, stating this is crucial for overall nuclear safety.

    Moscow has unveiled evidence that Kiev ordered several bio laboratories, which received US funding, to destroy samples of dangerous pathogens. Russia’s Defence Ministry says it has proof that these biolabs were working on biological weapons targeting certain ethnicities. Both Kiev and Washington deny it.
    The US government has been dodging questions for some time about the fact that it funded biolabs in Ukraine, until Under Secretary of State for Political Affairs Victoria Nuland admitted on 8 March that Washington did provide assistance to these laboratories (but still avoided confirming accusations by Russia that Kiev developed biological weapons there). It is not clear what took the US so long – especially since it knew perfectly well about at least one such lab for more than a decade.Thanks to the work of the US Armed Forces’ Counterproliferation Centre, a media clipping was preserved from 17 June 2010, telling how then-US Senator Richard Lugar “applauded the opening of the Interim Central Reference Laboratory (ICRL) in Odessa, Ukraine”.
    According to the article, originally published by BioPrepWatch.com (and preserved only in web archives and the Counterproliferation Centre clippings), the facility was a level-3 bio-safety lab – meaning it was equipped to handle the most dangerous pathogens on Earth, such as anthrax and Q fever. It was specifically designed to research these pathogens, the article said citing the late senator.
    Moreover, talks about establishing the ICRL in Ukraine date back even further – to 2005, according to an archived Nunn-Lugar Report edition from August of that year. Back then, Lugar and (at that time) fellow Senator Barack Obama were coordinating efforts with Ukrainian authorities to study and help to prevent the spread of avian flu. Coincidentally, avian flu was one of the pathogens that Kiev’s laboratories were studying in the context of the potential spread of dangerous pathogens via bird migration from Ukraine to Russia, Russian Defence Ministry findings suggested.
    Eventually, Ukraine signed an agreement with the US under the Nunn–Lugar Act, which sought to remove weapons of mass destruction from the former Soviet states, and agreed to the construction of a modern laboratory for handling and studying dangerous pathogens on its territory.
    Despite eventually admitting the presence of the US-funded bio laboratories in Ukraine, Victoria Nuland did not consider Russia’s accusations about experiments on modifying dangerous pathogens and turning them into biological weapons. At the same time, she said Washington was “quite concerned” with the prospect of the Russian military seizing these laboratories during their special operation on Ukrainian territory.
    CIA Director William Burns claimed that Ukraine conducts no research on dangerous pathogens that could be used in biological weapons. He dismissed the Russian military’s statements as “propaganda” and a possible pretext for “false flag operations”. The World Health Organisation, in turn, called on Ukraine to destroy high-threat pathogens housed in its laboratories – citing the need to prevent “accidental or deliberate release”.

    The only thing more nightmarish than eight years of former President Barack Obama has, so far, been one year of his vice president, Joe Biden being in office, but we’re just beginning to see the current disaster unfold.
    That includes a new war in Ukraine after Vladimir Putin saw how weak and feeble Biden was and decided to make his move now instead of when our country had a strong leader in Donald Trump the previous four years. Just imagine what our country — and the world — would look like if the deep state had not stolen his reelection.
    In any event, thanks to The National Pulse, we are learning that Obama’s legacy is far worse than previously thought — and that was bad enough: Apparently, the 44th president led a U.S. effort to build Biolabs in Ukraine and elsewhere designed for handling “especially dangerous pathogens.”
    “The news comes on the same day that Biden regime apparatchik Victoria Nuland told the U.S. Senate that the American government is concerned about biological research facilities falling into Russian hands as a result of the ongoing conflict in Eastern Europe,” the outlet noted.
    According to a Web Archive of a story titled, “Biolab Opens in Ukraine” posted to a site called BioPrepWatch.com (which is still online, by the way) on June 18, 2010, Obama, while still serving as a U.S. senator from Illinois, participated in negotiations for a deal to build a level-3 bio-safety laboratory in the Ukrainian city of Odessa. The piece, which also focused on similar efforts by the late Sen. Dick Lugar (R-Ind.), was also included in Issue No. 818 of the United States Air Force Counterproliferation Center’s Outreach Journal.
    The story notes:

    The lab was part of the Nunn-Lugar Act, named after the Indiana Republican and former Sen. Sam Nunn (D-Ga.), which established the Cooperative Threat Reduction Program in 1991 immediately after the fall of the Soviet Union. The program provided assistance and funding to former Soviet satellite countries to dismantle and then safeguard stockpiles of nuclear, chemical and biological weapons.
    But obviously, it also established dangerous labs to handle extremely volatile substances, though not quite as volatile as the Level 4 biolab in Wuhan, China, that produced and then ‘accidentally released’ COVID-19.
    According to a 2011 report from the National Academy of Sciences’ Committee on Anticipating Biosecurity Challenges of the Global Expansion of High-Containment Biological Laboratories, the facility in Odessa “is responsible for the identification of especially dangerous biological pathogens.”
    “This laboratory was reconstructed and technically updated up to the BSL-3 level through a cooperative agreement between the United States Department of Defense and the Ministry of Health of Ukraine that started in 2005. The collaboration focuses on preventing the spread of technologies, pathogens, and knowledge that can be used in the development of biological weapons,” the report noted.
    “The updated laboratory serves as Interim Central Reference Laboratory with a depozitarium (pathogen collection). According to Ukrainian regulations, it has a permit to work with both bacteria and viruses of the first and second pathogenic groups,” it adds.

    Obama played primary role in taking over Soviet-era bioweapons labs in Ukraine, documents show

    Newly leaked documents show that Barack Hussein Obama (aka Barry Soetoro) led the charge during his White House occupation to seize control over Ukraine’s Soviet-era bioweapons facilities.
    Obama reportedly converted these antiquated facilities into “biological threat reduction laboratories,” though many allege that they are actually biological weapons facilities.
    The National Pulse got the scoop on the reports and documents, which show that Obama played a key role in outfitting the Ukraine-based biolabs to handle “especially dangerous pathogens” (more on that is available in our earlier report).
    One of the now-deleted reports shows that one such biolab was opened in Odessa, Ukraine, under the Nunn-Lugar framework. Planning for this facility began back in 2005 when Obama was still an Illinois senator, and he reportedly worked with fellow Sen. Dick Lugar, a Republican, to usher the project through the build-out process.
    “U.S. Sen. Dick Lugar applauded the opening of the Interim Central Reference Laboratory in Odessa, Ukraine, this week, announcing that it will be instrumental in researching dangerous pathogens used by bioterrorists,” reported BioPrep watch in a now-deleted post.

    Lugar himself explained that the continuing cooperation of Nunn-Lugar partners throughout the process has “improved safety for all people against weapons of mass destruction and potential terrorists, in addition to advances in the prevention of pandemics and public health consequences.”
    Has the U.S. government been surveilling the risk of biological attacks or planning them?

    The Defense Threat Reduction Agency issued a Broad Agency Announcement in March 2015 that delves deeper into what supposedly went on as part of the U.S. government’s “Fundamental Research to Counter Weapons of Mass Destruction (C-WMD)” (that announcement was amended in January 2019).
    A section about the Cooperative Biological Engagement Program (CBEP), a component of the Department of Defense’s (DoD) Cooperative Threat Reduction (CTR) Program, discusses the “danger to U.S. and global health security posed by the risk of outbreaks of dangerous infectious diseases, whether natural or manmade.”
    “Consistent with the national and departmental strategies, CBEP strives to address this risk by promoting best practices in biological safety and security, improving partner country capability to safely and rapidly detect and report dangerous diseases, and establish and enhance international research partnerships that focus on informing the disease surveillance network,” that section further explains.
    The document goes on to outline methods of disease surveillance, partners such as the World Health Organization (WHO), and other elements of disease creation and spread. The details presented sound a whole lot like what would happen later in 2019 with the advent of the Wuhan coronavirus (Covid-19).
    Russia says U.S. continues to build bioweapons in Ukraine

    None of this would have been possible had Obama and Lugar not laid the groundwork for it in 2005 by entering into a partnership with Ukrainian officials to take over the laboratories where biological weapons are “studied,” and more than likely also created.
    “Lugar and Obama also helped coordinate efforts between the U.S and Ukrainian researchers that year in an effort to study and help prevent avian flu,” one of the reports obtained by the Pulse explains.
    “The Nunn-Lugar Act, which established the Cooperative Threat Reduction Program, was established in 1991,” that same report adds.
    “Since that time, it has provided funding and assistance to help the former Soviet Union dismantle and safeguard large stockpiles of nuclear, chemical and biological weapons.”
    The Pulse also cited a 2011 report from the U.S. National Academy of Sciences’ Committee on Anticipating Biosecurity Challenges of the Global Expansion of High-Containment Biological Laboratories that explains how the Odessa-based laboratory specifically is responsible for identifying “especially dangerous biological pathogens.”
    Obama and Lugar together traveled to Ukraine around that time as part of a Senate oversight delegation tasked with ensuring that this and other weapons sites were secured.
    “The two met in Kiev with President Victor Yushchenko, making the case that an existing Cooperative Threat Reduction Program covering the destruction of nuclear weapons should be expanded to include artillery, small arms, anti-aircraft weapons, and conventional ammunition of all kinds,” a 2014 DailyMail Online (U.K.) report revealed.
    “After a stopover in London, the senators returned to Washington and declared that the U.S. should devote funds to speed up the destruction of more than 400,000 small arms, 1,000 anti-aircraft missiles, and more than 15,000 tons of ammunition.”
    Obama claimed at the time that the CTRP successfully disposed of thousands of weapons of mass destruction. He also received $48 million in federal funding to destroy thousands of tons of guns and ammunition, leaving Ukrainians defenseless against a Russian invasion.
    Now, Russian authorities are claiming that the U.S. took over the Soviet-era bioweapons labs and started producing its own there.
    “The Pentagon built two biowarfare labs and they have been developing pathogens there in Kyiv and in Odessa,” claims Russian foreign minister Sergei Lavrov, who compared the presence of these biolabs in Ukraine to the U.S. Weapons of Mass Destruction program allegations levied against Iraq in 2003 as a pretext to the toppling of dictator Saddam Hussein.
    “The Russian Federation had good reasons for conducting a special military operation to demilitarize Ukraine,” added Leonid Slutsky, head of the Duma Committee on International Affairs and a member of the Russian delegation in talks with Ukraine.

    Sensitive biolabs documents deleted by US Embassy and published by GreatGameIndia expose that it was former US President Barack Obama himself who authorized the construction of biolabs in Ukraine for creating dangerous pathogens.



    According to a removed web page retrieved by GreatGameIndia, former President Barack Obama pushed an arrangement that resulted in the development of biolabs processing “especially dangerous pathogens” in Ukraine.
    The headlines come on the same day that Biden administration operative Victoria Nuland informed the United States Senate that the American government is anxious over biological research centers slipping into Russian control as a consequence of the escalating fighting in Eastern Europe.
    Now, we have official confirmation from US Under Secretary that Russia indeed planned to attack Bioweapons labs in Ukraine and that Washington was working with Kiev on dangerous pathogens in those labs authorized by former US President Barack Obama himself.

    The article “Biolab Opens in Ukraine,” which was originally published on June 18th, 2010, describes how Obama, when functioning as an Illinois Senator, helped secure an agreement to create a level-3 bio-safety laboratory in the Ukrainian city of Odessa.
    The story, which notably emphasized the efforts of former Senator Dick Lugar, was also published in Issue No. 818 (read below) of the USAF Counterproliferation Center’s Outreach Journal.
    “Lugar said plans for the facility began in 2005 when he and then-Senator Barack Obama entered a partnership with Ukrainian officials. Lugar and Obama also helped coordinate efforts between the U.S and Ukrainian researchers that year in an effort to study and help prevent avian flu,” read the report.



    The Odessa-based laboratory “is responsible for the identification of especially dangerous biological pathogens,” according to a 2011 report from the United States National Academy of Sciences’ Committee on Anticipating Biosecurity Challenges of the Global Expansion of High-Containment Biological Laboratories.
    “This laboratory was reconstructed and technically updated up to the BSL-3 level through a cooperative agreement between the United States Department of Defense and the Ministry of Health of Ukraine that started in 2005. The collaboration focuses on preventing the spread of technologies, pathogens, and knowledge that can be used in the development of biological weapons,” the report continues.

    “The updated laboratory serves as Interim Central Reference Laboratory with a depozitarium (pathogen collection). According to Ukrainian regulations, it has a permit to work with both bacteria and viruses of the first and second pathogenic groups,” explains the report.
    The BioWeapons Prevention Project’s supplemental report documenting Ukraine’s biolab network goes into considerable detail about the pathogens with which the institution has done research.
    Ebola and “viruses of pathogenicity group II by using of virology, molecular, serologica, and express methods” were amongst the pathogens examined by the laboratory.
    The facility also offered “special training for specialists on biosafety and biosecurity issues during the handling of dangerous biological pathogenic agents.”


    The discovery of the biolab plant comes after the US government faced severe criticism for funding dangerous “gain-of-function” experiments in Wuhan at a Chinese Communist Party-run facility with military cooperation.
