Suspect identified in fatal Federal Way shooting

Police say 17-year-old Luis F Cosgaya-Alvarez of Kent, Wash., is to be considered armed and dangerous.

FEDERAL WAY, Wash. – Police have identified the suspect in the murder of a man outside Lakota Middle School Thursday night as Luis F. Cosgaya-Alvarez, of Kent.

Cosgaya-Alvarez, 17, is also known as "Youngster" or "Junior." He has tattoos on both of his forearms reading "Districto" and "Federal." He has a "Playboys" tattoo on his back.

KING 5 normally doesn't release the names of juveniles, but we are in this instance because of the severity of the crime.

Police say a felony warrant has been entered in connection to the homicide, and Cosgaya-Alvarez is to be considered armed and dangerous. Anyone with information is asked to call 9-1-1.

8/14/08: Man shot outside Federal Way School

The association between the suspect and victim is still not known, and police believe it was not a random incident and there was no intention to harm others at the scene.

The shooting happened just 8 p.m. as practice was ending for the Federal Way Hawks, a junior league football team. A crowd of parents and players were leaving at the time.

That's when police say a black SUV pulled up and someone shot directly at a 26-year-old man at point-blank range.

"I heard a little pop and speeding off and the kids started screaming," said neighbor Bertha Neal.

Witnesses say they had seen the SUV before circling the lot as if the driver was in search of someone.

According to friends, the victim was here to pick up another friend's child. He had come to the field every night.

Friends say the victim didn't know the person who shot him.
