Why does FoxNews continue to report a VAT is in the works?
Seems to me FoxNews is once again doing the heavy lifting for big government and trying to prepare the public for a new tax to fund the tyrannical big spending Washington Establishment. Almost every show on FoxNews is telling us a VAT is coming, but not one show on FoxNews reports such a tax would violate both the letter and intentions for which the rule of apportionment was put into our Constitution.
In fact, a VAT, as well as the alleged fairtax and our present tax calculated from “incomeâ€

What I've taken from the coverage is that they are warning people.
Yes,VAT would be a gross violation of what is in the Constitution.....a document which means absolutely nothing to this administration.
Hence, the need to inform and warn people of what is going to be attempted.Join our efforts to Secure America's Borders and End Illegal Immigration by Joining ALIPAC's E-Mail Alerts network (CLICK HERE)

Probably because the VAT, FairTax and national sales tax are indirect taxes on goods and services to which apportionment to the states is not required. Only capitation and other direct taxes are required to be apportioned.
These taxes are constitutional. It's just a matter of choosing which one you like best. I like the FairTax because it repeals all income taxes (example of direct tax which is unconstitutional without apportionment and why they needed the 16th Amendment to collect it) and because of the FairTax Rebate which exempts consumption for essentials.
www.fairtax.org
Here are the three provisions for taxation in the US Constitution before the 16th Amendment:
Representatives and direct taxes shall be apportioned among the several states which may be included within this union, according to their respective numbers, which shall be determined by adding to the whole number of free persons, including those bound to service for a term of years, and excluding Indians not taxed, three fifths of all other Persons.
The Congress shall have power to lay and collect taxes, duties, imposts and excises, to pay the debts and provide for the common defense and general welfare of the United States; but all duties, imposts and excises shall be uniform throughout the United States;
[quote][No capitation, or other direct, tax shall be laid, unless in proportion to the census or enumeration herein before directed to be taken./quote] Article 1, Section 9, Clause 4
Because the income tax is a direct tax, and would require apportionment, they had to amend the Constitution in order to collect it without apportionment. Republicans opposed the income tax, we've hated it every day of its existence, we knew it would ultimately destroy our economy and infringe upon our liberty, as it has. It needs to be repealed and replaced with a constitutional indirect tax on goods and services, preferably only new goods and services, and an offer efficient mechanism for a Rebate on essentials up to a uniform limit, like the FairTax does.

To promote a capitation or other direct tax of some type apportioned to the states is something I don't understand why anyone would want. Most states have income taxes so they would just lay a higher income tax in the state to raise the federal the portion. You're still stuck with the invasion of privacy, you're still stuck with a personal mandate, you're stick stuck with income tax returns and the same consequences of the fedeal income tax.
.
I'm not sure what the goal is of pushing for a mandatory direct tax (income) or general tax (property tax) through the states.A Nation Without Borders Is Not A Nation - Ronald Reagan

I have seen this more as information provided by Fox News, warning about more taxes necessary for the Obama Administration to pay for their out of control spending and takeovers.
As we know, VAT impacts all, even the poor.

What FoxNews is not reporting is the problem. Not one of FoxNews’ personalities have reported that a value added tax would violate both the letter and intentions for which the rule of apportionment was put into our Constitution! Why do they ignore the constitutionality, or rather the un-constitutionality of a valued added tax?

More taxes if any type are not the answer. Whether it is an increase in income tax, imposition of a VAT, Fair Tax, Cap and Trade, or any other kind of new tax or tax increase, it will not balance the budget, reduce the deficit, improve the balance of trade deficit situation, or bring the national debt under control. Taxes reduce business expansion. Taxes reduce consumption and public spending. Taxes reduce the overall health of the economy. So while revenues may increase in one area, the probability is high (almost certain) that revenues in other areas will decrease. Moreover, increasing taxes seems to create incentives for politicians to spend more money, not less.

As to the alleged fair tax, it is designed to expand and tighten the federal government’s iron fist, and specifically tightening it to control America’s productive base.
The first deceptive statement about the alleged fairtax is that it is a national consumption tax. The truth is, it is a tax calculated from the value of people’s property, both real and personal property, such as the property which laboring class people have in their labor!
SEC. 101. IMPOSITION OF SALES TAX.
`(a) In General- There is hereby imposed a tax on the use or consumption in the United States of taxable property or services.
`(f) Barter Transactions- If gross payment for taxable property or services is made in other than money, then the person responsible for collecting and remitting the tax shall remit the tax to the sales tax administering authority in money as if gross payment had been made in money at the tax inclusive fair market value of the taxable property or services purchased
`(a) In General- Any person liable to collect and remit taxes pursuant to section 103(a) who is engaged in a trade or business shall register as a seller with the sales tax administering authority administering the taxes imposed by this subtitle.
Now, what does the above mean for Mary and Joe Sixpack, ordinary working class people?
Mary and Joe have two children and find it necessary to earn extra money to pay their bills. Mary baby sits for neighbors in the community and cleans homes on weekends to raise extra money while Joe, who works for a pluming company as a full-time job, also provides the same plumbing service on his own time to people living in his community.
Under the alleged fairtax, the inalienable right to sell the property Mary and Joe have in their labor becomes a taxable event, and, they must register with government to sell the property they have in their labor, collect a federal tax for Congress, file federal sales tax returns under the penalty of perjury, and keep any records Congress may dream up, not to mention the threat of audits which will continue for tax compliance purposes.
Now, let us examine the books statement that under the alleged fairtax the IRS is closed down. What the book doesn’t say is in place of the IRS two new federal tax collecting agencies are created, an “Excise Tax Bureauâ€

For all those who prefer to end all taxes calculated from profits, gains and other incomes and have Congress raise its primary revenue from imposts, duties and excise taxes laid upon specifically chosen articles of consumption, let us get behind and support the following words to be added to our Constitution:
The Sixteenth Amendment is hereby repealed and Congress is henceforth forbidden to lay ``any`` tax or burden calculated from profits, gains, interest, salaries, wages, tips, inheritances or any other lawfully realized money
These words, if added to our Constitution, would force Congress to raise its primary revenue from taxes on articles of consumption and would end the miseries we now experience under taxes calculated from “incomesâ€
