LOUISA COUNTY., Iowa (KWQC) - The lawyer representing a man accused of killing a man and dragging the body behind a van filed a motion to suspend all proceedings.

The motion filed on Thursday in Louisa County said Salvador Castaneda, 58, suffers a an unspecified mental disorder and cannot follow conversations or simple instructions, and he doesn’t seem to understand his charges or court proceedings.

Another motion was filed to seal the motion to suspend charges because it contains medical information.

Castaneda is accused of shooting Noe Ibarra Tijerina in the head, killing him and then tying a cord around Tijerina’s neck and dragging him behind a van on a gravel road in Columbus Junction on June 26.

Castaneda was charged with first-degree murder on Tuesday. He previously was charged with felony abuse of a corpse after his arrest on June 26.

Police said Castaneda admitted to having a handgun and being with the victim, Noe Ibarra Tijerina, earlier in the day.

Castaneda remains in custody on a $1 million cash bond as well as an immigration detainer that has been issued by Immigration and Customs Enforcement.
