    '100%' of illegal immigrant families released into U.S.: DHS

    Acting Homeland Security Secretary Kevin McAleenan said Thursday that “100%” of illegal immigrant families in the new border surge are being released into communities, rather than being held and deported.
    He said within a month or two, they are also granted work permits, giving them a foothold to live and remain in the U.S. while their cases proceed through the immigration courts — a process that averages two years, and stretches even longer in some overwhelmed regions.

    Mr. McAleenan said that system rewarding unauthorized migrants who jump the border with exactly the thing they seek is responsible for the record-breaking numbers.
    “That is directly how smugglers are advertising,” he told the Senate Homeland Security Committee.
    He said that applies not just to families seeking asylum.
    The effects on the border have been stunning.
    In 2012, only about 10,000 migrants traveling as families — meaning parent and child — were caught by Border Patrol at the border.
    Over the last two months alone, that number was 111,679 people.
    Many of the families end up ignoring their immigration court proceedings, and remain in the U.S. illegally even after they’re ordered deported.
    That was brought into stark view this week when U.S. Immigration and Customs Enforcement revealed that an illegal immigrant teen affiliated with the violent international MS-13 street gang came into the U.S. as part of a family unit in 2015.
    Josue Fuentes-Ponce and his family did not show up for their immigration hearing in 2017 and they were ordered deported in absentia — yet nobody ever went to look for the family.
    The teen remained free in a Maryland community, where he was accused last year of attempted murder. ICE sought to deport him, but he was released from custody after local authorities did not honor a detainer request.
    He now stands accused of the horrific murder of a 14-year-old girl in Maryland last month. Prosecutors say he and another illegal immigrant, 17-year-old Joel Ernesto Escobar, who arrived in the U.S. as an Unaccompanied Alien Child, used a bat to bash the girl and a machete to chop at her, suspecting she was going to rat them out over a gang-related robbery.

    Refugee Cash Assistance

    What it is:

    The Refugee Cash Assistance (RCA) Program helps refugees by providing cash and medical assistance (Refugee Medical Assistance program) during their first eight months in the U.S.

    Who is eligible:


    Persons who entered the United States with an immigration status that allows them to receive refugee benefits are eligible for RCA and RMA benefits as long as they meet other eligibility requirements.

    Eligible immigration statuses are:


    • Refugee
    • Conditional Entrant,
    • Asylee,
    • Amerasian,
    • Cuban-Haitian entrant,
    • Certified as a victim of trafficking and their eligible family members;
    • Special Immigrant from Iraq or Afghanistan and their eligible family members.

    To be eligible for RCA you must:



    • Provide documents issued by the U.S. Citizenship and Immigration Services (CIS) verifying your immigration status and date of arrival into the U.S.
    • Provide the name of the voluntary agency (VOLAG) which resettled you
    • Meet immigration status requirements
    • Meet work and training requirements
    • Meet income and resource requirements


    You are not eligible for RCA if you:



    • Are eligible for Temporary Assistance to Needy Families (TANF) or Supplemental Security Income (SSI)
    • Have been denied TANF or have been terminated from TANF due to intentional non-compliance with TANF eligibility requirements
    • Are a full-time student in an institution of higher education, unless the educational activity is part of a department-approved employability plan


    Income and Resource Requirements:


    To be eligible for the RCA program you must have resources of less than $1,000. Certain resources, such as the first $5,000 of equity in a vehicle, are exempt.

    How it works:


    If you are a family of two eligible for RCA, you will get $420 if you have no income. If one or both of you are working, we count half of your earnings against your grant. If you are a family of two, once you earn over $839 per month, you would no longer receive RCA. You will continue to receive RMA for the rest of your first eight months in the U.S.

    If you are getting unearned income, such as gift cards, or gambling winnings, or ongoing payments from your VOLAG agency, we count this income dollar for dollar against your grant. If you are a family of two, once you started receiving $420 per month in unearned income you would no longer receive RCA. You will continue to receive RMA for the rest of your first eight months in the U.S.

    Loopholes in the current immigration system enabled U.S. employers to hire 403,000 foreign nationals with pending asylum claims in FY2017. The Department of Homeland Security (DHS) granted these asylum-seekers Employment Authorization Documents (EAD), which authorized them to work in the United States. Most of these individuals would likely have sought work in lower-skilled occupations, competing with American workers and putting downward pressure on wages.
    According to DHS, about 80% of foreign nationals seeking asylum at the border pass the "credible fear" test and are then released into the interior of the U.S. Since there is a two-year backlog of asylum cases, asylum-seekers are being permitted to file for (c)(8) work permits.

    Additionally, many of the foreign nationals with EADs work low-skilled minimum wage jobs that pay low income, consequently making them qualify for local, state, and federal government aid, limited medical care, state assistance, federal tax-related subsidies, including Earned Income Tax Credit and the child credit. Their children also have access to the American schools.
    The asylum laws have to be changed to stop this.

    They can change most of what needs to be changed administratively within the DHS and Justice Department.

    They made a lot of "administrative changes" in the DOJ and DHS. Maybe they can come up with some more.

    If they're approving 80% they didn't make enough changes. Sessions was working on this. Everything they do, they get sued on but that's just an excuse to not change the how things are handled. They don't have to stop doing things the new way until the Supreme Court orders them to, as long as they appeal. Trump is following a UN/NWO PLAN that's been imposed on him. How did Obama stop the flow in 2014? He opened the border on purpose and then stopped the flow. I remember all of it well. I was out protesting every weekend against him.

    Shameful. Kevin McAleenan should be replaced or fired as most of President Trump's nominees to any position within the DHS. McAleenan admits the total loss of control of our borders, effectively doing nothing to stop the invasion, carrying the invaders all around the nation to inflict financial and criminal destruction on communities and the lives of citizens.

    There are many ways to make a huge dent or stop this invasion without any help from Congress. Lots of passing blame and incompetence. How about enforce all laws against this travesty of illegal immigration. Stop rewarding lawbreaking by foreign citizens.

    Every criminal entity and terrorist threat occuring around the world has an open door through our borders to bring their terror here. Complete failure from the top down.

    In my opinion there are many dark days ahead for our nation as the seeds of destruction being planted now will explode in many ways. Millions have crossed that southern border illegally since President Trump has been in office. This is not what we wanted or expected. And we still hear talk of amnesty and DACA.

    If the court ruling issues an injunction, you have to stop doing things the new way until you over-turn the ruling with an appeal.
