    Mexico’s Foreign Minister Marcelo Luis Ebrard Casaubón issued a video statement Sunday announcing Mexico would take legal action under international law to protect Mexican citizens and Mexican-Americans in the United States. The statement comes the day after a gunman with an alleged anti-Hispanic/Mexican motive massacred shoppers in El Paso, Texas, killing 20 and wounding 26. The Mexican government said three Mexican were killed and six wounded in the attack on the border city.

    The AP reported Mexico President Andrés Manuel López Obrador said three Mexican citizens were killed and that Ebrard added six Mexicans were wounded in the attack.

    He tweeted Saturday that he sends “condolences to the families of the victims, both American and Mexican.”
    …Mexican Foreign Relations Secretary Marcelo Ebrard says six Mexicans were wounded in the shooting. He identified three as 45-year-old Mario de Alba Montes, 44-year-old Olivia Mariscal Rodríguez and 10-year-old Erika de Alba Mariscal. Ebrard says the man and woman are from Chihuahua and all three are being treated at an El Paso hospital.
    He says the other three wounded Mexicans were two men and a woman from Torreón, in Coahuila state, and Ciudad Juarez. Their names weren’t given.

    No protection for American's who go to Mexico and are murdered or thrown in jail?

    Mexican Officials Call On U.S. To Change Constitution After El Paso Shooting

    Mexican officials expressed concern about the gunman's allegedly anti-Hispanic manifesto as the death toll rose to 22.

    El Paso, TX – Mexico’s government expressed its anger over the shooting deaths of seven Mexican nationals during a gunman’s rampage at the Cielo Vista Mall Walmart in El Paso, and called on the United States to change its gun laws.
    “There could be a change to their laws because it is stunning what is happening, unfortunate and very powerful,” Mexican President Andres Manuel Lopez Obrador said, according to the Associated Press.

    “I don’t rule out that they could change their constitution and laws. These are new times; you have to always be adjusting the legal framework to the new reality,” he said.
    Twenty-two people were fatally shot and another 24 were wounded when a gunman opened fire at the shopping center in El Paso on Saturday morning.
    Police believe the gunman legally purchased the high-powered rifle that he used in his rampage, USA Today reported.
    El Paso Police Sergeant Robert Gomez said the Walmart was “at capacity” with a weekend shopping crowd when the incident occurred.
    Witnesses said that the shooter marched into the Walmart with a blank expression and began shooting indiscriminately, The Washington Post reported.
    “He was, like, all calm,” Robert Jurado, who was grocery shopping with his elderly mother when gunfire erupted, said. “He didn’t show no remorse.”

    The shooter, a 21-year-old Dallas-area man, surrendered to police who arrived on the scene, The Washington Post reported.
    He was arrested and charged with capital murder. Prosecutors have said they intend to seek the death penalty against him.
    Court papers showed that the judge ordered the shooter held without bond, The Washington Post reported.
    Police are investigating a racist online manifesto that was found after the shooter’s rampage to determine if it was actually authored by the gunman, The Washington Post reported.
    The rambling manifesto rails against the “invasion” of Hispanics coming into the United States, the Associated Press reported.
    It was posted to 8chan less than 20 minutes before police received the first 911 calls about the Walmart shooting, CNN reported.
    In the missive, the writer said he feared too many Hispanics coming into Texas would make the state a “Democratic stronghold,” but he then wrote “the Republican party is also terrible” because it’s pro-corporation and he believed that led to more immigration.

    El Paso Police Chief Greg Allen cautioned that investigators had not yet validated the document, the El Paso Times reported.
    John F. Bash, the U.S. Attorney for the Western District of Texas, said prosecutors were seriously considering seeking federal hate crime and federal firearms charges against the shooter.
    Police said that the gunman has been cooperative and answered questions since he was taken into custody, The Washington Post reported.
    “He was forthcoming with information,” Chief Allen said. “He basically didn’t hold anything back.”
    In the meantime, Mexican Foreign Minister Marcelo Ebrard called the shooting rampage an “act of barbarism” and a "terrorist act against innocent Mexicans," NBC News reported.
    “The president has instructed me to ensure that Mexico’s indignation translates into... efficient, prompt, expeditious and forceful legal actions for Mexico to take a role and demand that conditions are established that protect... Mexicans in the United States,” Ebrard said in a video posted to Twitter.

    He urged the U.S. government to establish a “clear and convincing position against hate crimes.”
    “Mexico is outraged,” Ebrard said.
    El Paso is located right on the U.S. – Mexico border and tens of thousands of Mexicans cross into the United States legally every day for work and shopping, NBC News reported.
    The city’s population is more than 80 percent Hispanic.
    In addition to the seven Mexicans who were murdered in the massacre on Saturday morning, another seven were wounded by gunfire and remained in the hospital being treated.
    Ebrard said Mexico planned to take legal action against the company that sold the weapon to the gunman, which was allegedly named in the online missive written by the gunman.
    He also said that Mexico’s attorney general would declare the incident an act of terrorism against Mexican citizens, NBC News reported.
    “For Mexico this individual is a terrorist,” Ebrard said.
    The Mexican president chose his words more carefully when addressing the issue.

    Lopez Obrador said that “in spite of the pain, the outrage” that Mexico was feeling, they didn’t want to interfere in the “internal affairs” of other nations, the Associated Press reported.
    He also said that the El Paso shootings underscored his belief that “social problems shouldn’t be confronted with the use of force and by inciting hate.”

    Mexico: Where More Americans Are Murdered Than In All Other Foreign Countries Combined

    With beautiful beaches, stunning landscapes, historic ruins and a myriad of business opportunities, Mexico has so much to offer American vacationers and business travelers. Millions of Americans visit the country annually without incident, but, if you heed the most recent government warnings and data, you may want to think twice about heading south of the border.

    Advisories released last month by the U.S. State Department tell Americans not to set foot in five Mexican states — Sinaloa, Colima, Michoacan, Guerrero and Tamaulipas — because of violent crime. Traveling to those states is as dangerous, according to the State Department's safety ratings, as traveling to Afghanistan, Syria and Iraq. And Americans with plans to go to 11 other Mexican states should “reconsider,” the agency says.

    Most recent State Department data may also cause travelers to pause before booking a trip to Mexico. In 2016, according to my analysis of the data, more Americans were reported killed by homicide in Mexico than the combined total of Americans killed by homicide in every other country abroad.


    More than 31 million Americans visited Mexico in 2016, the National Travel & Tourism Office says, and State Department data shows there were reports of 75 American homicide victims there. In comparison, 49 million Americans traveled to all other foreign countries, and 69 were reported killed by homicide.

    Of the five Mexican states that the State Department tells Americans not to visit, one, Tamaulipas, borders the USA. It shares a 230-mile border with Texas, and murder, armed robbery, carjacking, kidnapping, extortion and sexual assault commonly occur, the State Department says.

    “Gang activity, including gun battles, is widespread," the agency says. "Armed criminal groups target public and private passenger buses traveling through Tamaulipas, often taking passengers hostage and demanding ransom payments.”

    Four of the 11 Mexican states that the State Department says Americans should "reconsider" traveling to — Chihuahua, Coahuila, Nuevo Leon and Sonora — border the USA. The other seven are Estado de Mexico, Jalisco, Morelos, Nayarit, Nuevo Leon, San Luis Potosi and Zacatecas.

    U.S. government employees are not permitted to drive from the U.S.-Mexico border to "the interior parts of Mexico with the exception of daytime travel on Highway 15 between Nogales and Hermosillo," the State Department says.

    The agency's advisories add up to a no-go warning for more than half of Mexico’s 31 states. The country’s remaining 15 states and its capital city, Mexico City, also have a lesser warning: “Exercise increased caution.”

    Such increased caution is advised in Quintana Roo state which includes popular tourist areas Cancun, Cozumel, Playa del Carmen, Tulum and the Riviera Maya. Mexican government statistics show an increase in homicide rates in the state last year, the State Department says.
    "While most of these homicides appeared to be targeted, criminal organization assassinations, turf battles between criminal groups have resulted in violent crime in areas frequented by U.S. citizens," the agency says. "Shooting incidents injuring or killing bystanders have occurred."
    The Australian government also expresses concern about the safety of areas frequented by vacationers.

    "Violent crime, including murder, armed robbery, sexual assault and kidnapping, occurs in Mexico, including in popular tourist destinations and beach resorts, and the risks increase after dark," the Australian government says. "Petty crime, such as pickpocketing and bag snatching, is prevalent in tourist destinations, airports, hotels, bus stations and on public transport."
    The Australian government says there have been reports of sexual assault, extortion and robbery "being committed by individuals presenting themselves as police officers, sometimes driving automobiles resembling police vehicles."

    Kidnappings are common, and there have been allegations of complicity by police officers," the Australian government says. "Be cautious and discreet about discussing your financial or business affairs."

    The Canadian government says hotel employees, taxi drivers and security personnel "at popular tourist destinations" have physically or sexually assaulted foreigners. Be wary of beverages and snacks offered by taxi drivers, strangers or new acquaintances, because they "may contain drugs that could put you at risk of sexual assault and robbery," the government advises.

    Last year was Mexico’s most murderous year on record.

    There were 25,339 homicides in Mexico last year, a 23% jump from 2016 and the highest number since at least 1997.
    Maybe President Obrador should focus on his own country first before lecturing the United States.

We might consider that for the loss of American lives as well. 67 Americans have been murdered in Mexico over the past year. The Department of Justice should also sue for loss of human resources, American potential, collect on the cost of illegal immigration, drug smuggling that results in tens of thousands of drug overdoses, the devastation of so many young lives. Mexico and Lopes Obrador may want to rethink their grand idea.
