Notice the link is https:// instead of http://

Why do all of the scams have https:// ?

Is that some domain system outside of the US, some forwarding code, or what?

I believe the S in htts:// means that it is a secure site
ie: with the little gold padlock in the lower right corner

You should be able to tell the actual source of it by viewing the full headers of the e-mail, use a service like domaintools.com to look up the originating ip#

HTTPS is a URI scheme which is syntactically identical to the http: scheme normally used for accessing resources using HTTP. Using an https: URL indicates that HTTP is to be used, but with a different default port (443) and an additional encryption/authentication layer between HTTP and TCP. This system was invented by Netscape Communications Corporation to provide authentication and encrypted communication and is widely used on the World Wide Web for security-sensitive communication, such as payment transactions. source-Wikipedia

Just an aside on the issue of Pay Pal. I've had a Pay Pal account just about since the day there was any such thing. If you use it, go to their page to sign in. Don't ever click on an e-mail that says it's from Pay Pal because they don't send any such thing. And, if you get an e-mail from Pay Pal telling you to click on a link, send it to: spoof@paypal.com

What we believe happened in this originally reported case is that the user selected YEARLY contribution and then forgot about it.

Any repetitious contributions, subscriptions, etc. on Pay Pal are easy to identify. Just go to the "subscriptions" toggle on Pay Pal and make any changes you want to make.

Hope I'm not overstepping my bounds here but I do know a little something about Pay Pal.

I read not long ago, in an AARP magazine, that the https is NOT secure.

It may have been intended originally to be, but that was one of the warnings (one of many) which the magazine mentioned.
